The Civil Society in Action/Counterpart International in partnership with Urban Foundation for Sustainable Development through USAID, is seeking a request for applications from Armenian community-based organizations (CBOs) to implement activities focused on supporting democratic processes in their communities, such as, but not limited to:
- establishing a dialogue with the local government
- actively engaging in identifying community issues by using existing mechanisms like participation in community council meetings and public hearings
- community participatory budget development and budget monitoring
- contributing to local policy-making
- engaging with women, youth, and marginalized populations
The goal of the project is to promote the sustainability of civil society through dialogue on financial viability, organizational capacity development and policy development. Counterpart’s vision for the implementation of the GCC program is to enable local organizations and civil movement initiators to strengthen two important areas of civil society: the influence of civil society organizations (CSOs) on political dialogue (external influence) and the advocacy of CSOs on behalf of stakeholders (internal influence).
To this end, the GCC program will support the financial viability of civil society at the national and local levels (Goal 1) and the capacity building of community-based organizations (Goal 2) to ensure the external and internal influence of CSOs. The CSI program will also expand CSOs’ knowledge and skills and dialogue capabilities (Goal 3) so that they can effectively participate in government policy and advocacy processes, strengthening CSOs’ external influence capacity. In order to achieve the mentioned goals, the programs arising from the needs of the community will be taken into account, as well as the community’s ownership of their results (Goal 4).

Funding Information
- GKH-Counterpart plans to provide grants for the first year of up to 3,000,000 AMD each, of which up to 2,500,000 AMD for project implementation and up to 500,000 AMD for organizational development (OD).
- The duration of CSI-Counterpart support or the period of implementation of actions depends on the main period of the CSI program (from October 20, 2022 to October 19, 2027).
Eligibility Criteria
- The applicant or application must meet the following requirements:
- the organization must be officially registered in Armenia in the Republic of Armenia (RA) and act according to RA legislation. In case the applicant is not yet registered, the application must clearly state the obligation to register before signing the contract.
- Get the unique UEI of the organization from the website number (before signing the grant agreement):
- the application must comply with the goals and principles of the program, include expected results that should be consistent with and related to project objectives;
- applicant must not be barred by the US government in the list of organizations.
