The Department of Children, Youth and their Families is requesting for proposals for its Community Grants.
DCYF envisions a strong San Francisco where all young people are supported by nurturing families and communities, physically and emotionally healthy, ready to learn and succeed in school and ready for college, work, and productive adulthood.

Funding Information
- Ready to Learn & Succeed in School:
- Educational Supports: $700K
- Enrichment and Skill Building: $500K
- Number of grants: up to 2
- Duration: 1.5 years
- Ready or College, Work and Productive Adulthood:
- Enrichment and Skill Building: $600K
- Youth Workforce Development: $750K
- Number of grants: up to 2
- Duration: 1.5 years
Eligible Activities
- The following are eligible uses of the Children and Youth Fund: Services for children up to 18 years old and Disconnected Transitional Age Youth and Young Adults up to and including 24 years old, including:
- Affordable childcare and early education
- Recreation, cultural and after-school programs, including without limitation, arts programs
- Health services, including prevention, education, and behavioral and mental health services
- Training, employment and job placement
- Youth empowerment and leadership development
- Youth violence prevention and programs
- Youth tutoring and educational enrichment programs
- Family and parent support services
- Support for collaboration among grantees to enhance service delivery and provider capacity-building, and for community development efforts and
- Services responsive to issues of gender sexual orientation, and gender identification, including, but not limited to, services to address the needs of girls and LGBTQ communities.
Ineligible Activities
- The following are excluded services of the Children and Youth Fund:
- Services provided by the Police Department or other law enforcement agencies, courts, the District Attorney, Public Defender, City Attorney; or the Fire Department, detention or probation services mandated by state or federal law, or public transportation
- Any service that benefits children and Disconnected Transitional Age Young Adults incidentally or as members of a larger population including adults
- Any service for which a fixed or minimum level of expenditure is mandated by state or federal law, to the extent of the fixed or minimum level of expenditure
- Acquisition of any capital item not for primary and direct use by children and Disconnected Transitional Age Young Adults
- Acquisition (other than by lease for a term of ten years or less) of any real property or land, or capital expenditures, or predevelopment or construction costs for housing
- Maintenance, utilities, or any similar operating costs of any facility not used primarily and directly by children and Disconnected Transitional Age Young Adults, or of any recreation or park facility (including a zoo), library, hospital, or housing or
- Medical health services, other than prevention, education, and behavioral and mental health support services
Eligible Expenses
- Examples of eligible uses of funds include, but are not limited to:
- Personnel costs, including fringe benefits
- Rent, lease, and occupancy costs
- Materials and supplies
- Food costs for youth program participants
- Transportation for youth
- Administrative costs up to 20% of the total contract amount (including administrative costs of subcontractors and fiscal sponsorship fees if applicable)
Ineligible Expenses
- DCYF grant funds shall not be used for:
- Services to non-San Francisco residents
- Any service that merely benefits children and youth incidentally
- Acquisition of any capital item not for primary and direct use by children and youth
- Acquisition of real property (excluding leases for a term of 10 years or less);
- Maintenance, utilities, or similar operating costs of a facility not used primarily and directly by the funded program
- Out-of-country travel
- Depreciation on buildings or equipment
- Religious worship, instruction, or proselytization
Eligibility Criteria
- Agencies must agree to be in compliance with the California Office of the Attorney General’s registration and reporting requirements.
- Agencies must agree to be an approved City Supplier and not be on the City Supplier Debarred list by the release of award decisions.
- Agencies must certify that the program for which the application is being submitted has provided services in the district(s) specified, for the strategy being applied under, for at least 5 years. Agencies will be required to provide information about the site where program activities occurred in the district in DCYF’s online RFP system including the site name, address, contact person, contact phone number and contact email address.
- Agencies must agree to only serve San Francisco residents and provide core services within the City if provided a grant under this RFP.
