UN Women Bosnia and Herzegovina, within the framework of the project “Women Lead the Way Towards Peace and Security in Bosnia and Herzegovina”, implemented with the support of the United Nations Secretary-General’s Peacebuilding Fund (PBF) and in partnership with the Ministry of Human Rights and Refugees of Bosnia and Herzegovina, is seeking to sign a Partner Agreement with a Civil Society Organization (CSO) to strengthen the capacities of local police in delivering gender-sensitive services to marginalized populations in eight local communities across Republika Srpska.
UN Women invites eligible CSOs to submit proposals presenting creative, innovative, and effective approaches to lead a comprehensive initiative that promotes gender-sensitive policing practices, strengthens trust and cooperation between local police and marginalized communities, and enhances the leadership roles of policewomen in advancing inclusive, community-oriented security efforts.
This initiative aims to strengthen the capacities of police in RS as first responders by enabling gender-sensitive service provision to marginalized women and promoting the participation of women in the police force. The goal is to enhance local police practices in gender-sensitive policing, community engagement, and to increase women’s roles in law enforcement. This will help build trust within communities, prevent conflict, and contribute to sustainable peacebuilding efforts through inclusive and responsive law enforcement strategies.
Key Indicators
- This enhancement will be measured through two key indicators:
- The number of police officers trained in gender-sensitive policing who report improved knowledge. This will track the success of the training in increasing officers’ understanding of WPS principles, human rights, and effective responses to Gender-Based Violence (GBV) within their communities. The selected NGO will be responsible for collecting data related to the Training of Trainers (ToT), as well as monitoring the collection of data during the mentorship phase, where trained officers will be assessed on their application of the training. This indicator will be assessed through pre- and post-training evaluations, feedback surveys, and ongoing monitoring to determine the success of the capacity development activities in achieving the project’s objectives.
- The percentage of women in the police force who participate in advanced training or leadership development programs. This will track the success of efforts to increase the participation of women in law enforcement, specifically focusing on their engagement in leadership and specialized training opportunities. This indicator will be monitored through data on women’s enrollment in training sessions, leadership roles, and their progression within the police force.
Funding Information
- The budget range for this proposal should be:
- Between 65,000.00 and 68,000.00 BAM for project localities in the Republika Srpska
- The proposed timeframe for the completion of the required services/results will cover period of 12 months from the project start date
Expected Outputs
- Output 1: Strengthening capacities of police as first responders to enable gender sensitive service provision to marginalized women and to support social cohesion by enhancing the trust in institutions.
- Output 2: Increasing the Participation of Women in the Police Force
Eligibility Criteria
- Competencies:
- Technical/functional competencies required, demonstrated through documents such as previous project reports.
- At least 3 years of expertise in gender-sensitive policing and women’s empowerment, with a proven track record in designing and delivering training programs for law enforcement agencies.
- In-depth understanding of the WPS agenda and its application in law enforcement practices, supported by relevant documents such as previous project reports, policy briefs, or case studies demonstrating the application of the WPS agenda in similar contexts
- Strong skills in curriculum development, particularly for adult learning and training of trainers (ToT) programs, demonstrated through CVs of key personal that will be engaged in the project implementation or references to similar work conducted by the organization
- Experience in working with marginalized communities, particularly in conflict-affected or post-conflict settings, and an understanding of their specific needs, demonstrated through documents such as previous project reports.
- Familiarity with monitoring and evaluation techniques to assess the effectiveness of training and knowledge transfer, demonstrated through CVs of key personal that will be engaged in the project implementation or references to similar work conducted by the organization.
- Other competencies, which while not required, can be an asset for the performance of services:
- Experience in promoting diversity and inclusion within law enforcement.
- Knowledge of local legal frameworks and policies related to gender equality and women’s rights in the region.
- Familiarity with community engagement strategies and conflict resolution techniques.
- Experience in providing mentorship or coaching within professional settings.
