The French National Research Agency (ANR) has launched the second call on «Partnerships with the African Higher Education», funded by the French Development Agency (AFD), in the context of the « Bienvenue en France » strategy held by the French Ministry for Europe and Foreign Affairs, the Ministry for Higher Education, Research and Innovation, and Campus France.
This actions aims at long-term partnership projects between one or more French Higher Education institutes and an African Higher Education institute, for graduate, master and PhD courses in some given activity sectors.
Objectives
The “Partnerships with African Higher Education” calls for projects are part of a dual logic of capacity building for African establishments on the one hand, and projection of French establishments on the other.
Aims
It aims to:
- offer students from the African continent the possibility of finding quality training in their country or region, from the license level, meeting the needs of the socio-economic world;
- support players in French higher education in the development of partnerships, in particular in sectors that are essential for the economies of the countries concerned, in conjunction, where appropriate, with French companies present on the spot;
- allow student and teacher movements between a French institution and an African institution in both directions.
Targets
To foster the development of strategic sectors for African economies, the main targets are:
- to offer African students the possibility of finding in their own countries or regions high-quality formations, since graduate level, to respond to the local socio-economic needs;
- to help actors of the French Higher Education sector in the development of partnerships with their African counterparts ;
- to foster students and teachers mobility between French and African partners.
Categories
The PEA2 Call for Projects identifies two categories of projects
- Projects aimed at regional outreach, able to support the development of a priority socio-economic sector for the country, or even the region, lacking in qualified personnel, and to become a regional reference in terms of training.
- National projects, targeted on a priority sector for the socio-economic development of the country with an existing training capacity insufficient with regard to the offer jobs.
Funding Information
The maximum amount of grant awarded to each winning project under the call is:
- 3.5 million euros for projects aimed at regional outreach;
- 2.5 million euros for national projects.
- The minimum amount is 1.5 million euros.
Eligible Countries
The PEA program is limited to the 18 following African countries: Benin, Burkina Faso, Burundi, Comores, Djibouti, Ethiopia, Gambia, Guinea, Liberia, Madagascar, Mali, Mauritania, Niger, Central African Republic, Democratic Republic of Congo, Senegal, Chad and Togo.
Eligibility Criteria
- Each project is led by a consortium coordinated by a higher education institution from a priority African country, on the one hand, and a French higher education institution possibly reinforced by other French higher education establishments on the other hand, each of these establishments being the beneficiary of the aid. However, the ANR only contracts with the French project leader, who retrocedes their share of the grant to the other partners.
- A Informative appendix containing the specific provisions of agreement, financing and monitoring, The winning projects are supported for 4 years. Eligible Partners must ensure, from the outset, that they create the necessary conditions for the longer-term sustainability of the initiatives put in place, including financial ones, without new AFD grant funding.
