The United Nations Development Programme (UNDP) has announced a call for proposals for the Civil Society Organizations (CSOs) to inter alia:
- develop quality standards, in addition to the existing licensing standards, for shelters that accommodate victims of DV and other forms of VAWG based on a gendered understanding of VAW;
- enable the empowerment of victims and a victim-centred and integrated approach to service provision;
- provide protocols and procedures for health safety measures, including procedures for testing prior to accommodation in shelters or separate premises for newly admitted women before they are tested for COVID-19.
Technical support will be provided by UN Women in regard to the development of supporting cooperation framework and enabling sustainable modalities of cooperation between shelters, local self-governments, and partnerships with relevant ministries. Moreover, UN Women will support the CSO in preparing and submitting quarterly and final reports and will provide feedback to the CSO during and after each activity to ensure continuous improvement and meaningful impact.
With a view to achieving Providers of general and specialist support services for victims of all forms of violence have the capacity to implement the standards enshrined in CEDAW and the Istanbul Convention, it is expected that responsible party will, inter alia:
- Analyse functioning and operations of existing shelters in terms of support and protection services being provided to VAWG victims and victims of domestic violence, having in mind gendered understanding of VAWG and human rights-based approach to sheltered accommodation;
- Develop quality standards to ensure a victim-centred and integrated approach to sheltered accommodation for victims of DV or other forms of VAWG that is based on a gendered understanding of VAWG aimed at avoiding secondary victimization and enabling the empowerment of victims;
- Advocate for the adoption of the newly developed quality standards by existing shelters on one hand, and by the Ministry of Labour, Employment, Veteran and Social Affairs on the other, thus advocating for making them an integral part of the Rulebook on Detailed Conditions and Standards for the Provision of Social Protection Services;
- Build capacities of existing shelters to implement newly developed specific quality standards to ensure a victim-centred and integrated approach to sheltered accommodation for victims of DV or other forms of VAWG, especially to marginalized groups of women (women with disabilities, Roma women, rural women, etc.);
- Improve operational capacities and safeguard procedures in shelters in line with health safety measures related to the COVID-19 pandemic and update protocols and procedures with new health safety measures, including e.g., procedures for testing prior to accommodation in shelters or securing separate premises for newly admitted women before they are tested for COVID-19;
- Provide training for at least 25 shelter staff to work in emergency situations/crises more efficiently;
- Ensure the availability of shelters and other support for women from marginalized groups by gaining more precise knowledge on which specific obstacles women from these groups face in accessing services and consequently removing these obstacles in at least 3 shelters;
- Conduct awareness campaign on the importance of qualifying shelters as essential services to VAWG victims and advocate for opening additional shelters at the local level.
Funding Information
- The budget for this proposal should be up to USD 85,000.
- The project is expected to be carried out within the months of June 2021 and December 2022 (18 months).
Competencies
- Technical/functional competencies required:
- Proven experience in promoting and strengthening the general and specialist services for women in situation of violence;
- Proven experience in advocacy and capacity building engagement on the Istanbul Convention and CEDAW standards;
- Experience in directly providing services to women survivors of violence, particularly women victims of sexual violence;
- Focusing on the empowerment of women and using a gender specific approach is required.
- Other competencies, which while not required, can be an asset for the performance of services
- Being a source of information on EVAW in the Serbian context will be an asset;
- Experience in facilitating the exchange of ideas and dissemination of information on EVAW and women’s rights will be an asset.
