The United States Agency for International Development (USAID) is seeking applications for a cooperative agreement from qualified entities to implement the Armenia Civics for Engagement activity.
Goals
The goal of the activity is to engage youth (aged 10-29) in advancing democratic principles and practices in Armenian society through:
- improving youths’ civic skills and sense of agency through formal education;
- establishing opportunities for youth civic engagement through nonformal education; and
- improving the enabling environment for youth civic engagement.
The activity will utilize Positive Youth Development (PYD) principles and consider PYD domains throughout its interventions.
Objectives
It will utilize Positive Youth Development (PYD) principles and consider PYD domains throughout its interventions and will pursue the stated goal through the following distinct objectives and expected results:
- Youth Civic Skills and Sense of Agency through Formal Education Improved
- Civic education is integrated into the school curriculum.
- Extracurricular activities and service-learning to complement formal education institutionalized.
- Enabling Environment for Youth Civic Engagement Improved
- The capacity and commitment of relevant government institutions to sustainably engage youth in decision-making processes increased.
- The capacity and commitment of civil society organizations for effective youth programming and civic engagement improved.
- Avenues for non-formal civic project-based learning with youth expanded
Funding Information
- USAID intends to award one Cooperative Agreements pursuant to this notice of funding opportunity. Subject to funding availability and at the discretion of the Agency, USAID intends to provide $5,000,000 in total USAID funding for the award over five years.
- The anticipated period of performance is five years. The estimated start date will be o/a November 2021 to o/a November 2026.
Eligibility Criteria
- Eligibility for this NOFO is restricted to local organizations and locally established partners (LEPs).
- Only local organizations and locally established partners are eligible for award.
- USAID defines a “local entity” as an individual, a corporation, a nonprofit organization, or another body of persons that:
- Is legally organized under the laws of Armenia; and
- Has as its principal place of business or operations in Armenia; and
- Is majority owned by individuals who are citizens or lawful permanent residents of Armenia; and
- Is managed by a governing body the majority of who are citizens or lawful permanent residents of the country (Armenia) receiving assistance.
- For purposes of this section, ‘majority owned’ and ‘managed by’ include, without limitation, beneficiary interests and the power, either directly or indirectly, whether exercised or exercisable, to control the election, appointment, or tenure of the organization’s managers or a majority of the organization’s governing body by any means.
