Vinnova has announced the applications for Policy Development for Sustainable Industry to contribute a national gathering of forces around policy issues of relevance for a sustainable industry.
The call is aimed at actors who have influence over or can in other ways contribute to the development of policy that promotes the transition to a climate-neutral and circular industry.
Policy development can take place both nationally and internationally and can refer to various policy instruments, laws, regulations, certifications and standards, among other things.
What do they want to achieve with the funding?
- Innovations and investments for industrial transformation are often hindered by various nontechnical factors. Some examples are regulations, instruments or standards. The design or lack of regulations and instruments can lead to weak incentives and unclear rules of the game. This can result in raised thresholds for investment and discourage long-term efforts for conversion.
- With this call, Vinnova and the Swedish Environmental Protection Agency want to promote the transition to a climate-neutral and circular industry through efforts focused on policy and policy instruments.
- The existing processes for policy development are challenged by a high rate of change driven by rapid technological development and the need to change production and consumption. Other challenges are goal and interest conflicts and the risk that policy measures lead to inequality and tensions socially, regionally and globally.
- They are looking for broad collaborative projects that gather forces around relevant policy issues that make it easier for industrial players to more quickly change to a climate-neutral and circular industry.
- The call includes policy and policy instruments from the public sector as well as from industries and standardization bodies. The means of control can be of many different kinds such as laws, rules, regulations, fees, permits, examination, supervision, taxes, grants, subsidies or deposit systems. On a more comprehensive level, policies can be expressed in the form of frameworks and referred to by terms such as strategies, action plans and roadmaps.
Funding Information
- Funding can be granted with a maximum of SEK 1 000,000 per project. The grant may correspond to a maximum of 80% of the project´s eligible costs.
Performance Target
- National gathering of forces around policy issues of relevance to sustainable industry.
- Strategy and implementation of efforts to drive and influence national and international policy processes.
- Increased knowledge of policy-related incentives, obstacles and opportunities
- Increased understanding of effects of policy on business and citizens.
- Plan for utilizing the project results after the end of the project period.
Activities
- Vinnova is looking for broad collaborative projects that gather forces around relevant policy issues that make it easier for industrial players to more quickly change to a climateneutral and circular industry.
- Examples of activities that are financed:
- Research, analysis and investigation to develop knowledge that is relevant and useful for policy development or to understand or predict effects of policy.
- Activities to create cooperation and develop common strategy.
- Activities to participate in or otherwise contribute to policy development.
- Communication activities including development of strategy and plan to communicate and utilize project results after the end of the project period.
Eligibility Criteria
- Universities, university colleges, institutes, companies, business associations, public sector and non-profit organizations can apply.
- At least 4 project parties (legal entities) must participate, of which at least one must have control over or ownership of the policy development that the project refers to. Other project parties are expected to contribute relevant knowledge and experience.
- Project parties applying for grants must be Swedish legal entities in Sweden. In this respect, a foreign organization that has a branch or place of business in Sweden.
