Liberty Hill is inviting applications for its Fund for Change and Liberty Vote! Programs to provide general operating support for community and electoral organizing in Los Angeles County. Both grant programs aim to build power in communities most impacted by systemic oppression to advance equity and justice.
Liberty Vote! is the foundation’s program to support electoral organizing that complements the organizing supported through the Fund for Change. As with the Fund for Change, Liberty Vote supports organizations driven by a base of low-income, communities of color who are directly impacted by injustice.
Goals
Liberty Vote! Has Three Goals:
- Build electoral power in communities most impacted by systemic oppression to win progressive public policy.
- Build the organizational capacity of grassroots nonprofits to incorporate voter empowerment activities into their programs.
- Increase voter turnout in areas with the lowest voter participation.

- Grants up to $50,000.
Program Categories
- The Fund for Change is Liberty Hill’s primary competitive grantmaking program that aims to build power in communities most impacted by systemic oppression in order to achieve justice and equity. The Fund for Change supports models of organizing within existing and emerging organizations in low-income, communities of color that:
- Are driven by a broad and growing base of people who are directly impacted by injustice.
- Develop leaders from a membership base for the purpose of furthering the organization’s mission.
- Build power and increase impact over time.
- Have a clear plan to win concrete systemic or institutional changes to policies and practices, regulations and laws.
- Incorporate multiple organizing strategies such as engaging strategic allies, coalition building, inside-outside strategy, research, advocacy, communications and/or voter engagement.
- Advance racial justice by addressing institutional policies and practices that cause racial inequities.
- Link local efforts to broader social movements.
- Are representative of the geographic and ethnic/racial diversity of Los Angeles County.
- Additionally the Fund for Change is committed to supporting new and growing organizations as part of a “Rising Activist” strategy. Special attention will be given to inquiries from organizations that:
- Have formed within the past 10 years and operate with a small (or no) staff.
- Have budgets below $500,000.
- Work in neighborhoods and areas of the County with historically less substantial nonprofit and organizing infrastructure and investment.
Eligibility Criteria
- The Fund for Change funds 501(c)(3) organizations, while Liberty Vote! Funds 501(c)(4) organizations are eligible to apply.
- Organizations that are funded through these programs can also receive funds from other Liberty Hill programs, including Liberty Hill capacity building programs through our Wally Marks Leadership Institute.
