The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for organizations interested in submitting applications for projects in Libya that promote the rule of law for the protection and realization of human rights; create the necessary conditions for accountability; improve access to justice; promote gender equality; and combat gender-based violence (GBV).
Projects should support DRL’s goal to promote rule of law and strengthen access to justice by seeking to prevent, address, and respond to gender-based violence inside Libya.
Program activities may include:
- Building the capacity of local civil society groups to protect women and youth from violence, politically-motivated threats, discrimination, exploitation, and abuse; and to advocate for greater access to justice for survivors of GBV.
- Providing sensitivity training and technical expertise specific to the Libya context to advocacy groups and other organizations engaging with survivors to promote victim protection and dignity.
- Addressing societal attitudes that stigmatize and shun survivors of GBV and prevent survivors from accessing assistance and reporting crimes and/or relegating issues of violence outside of established justice processes.
- Raising community awareness of the lasting impact of GBV on the ability of communities to recover from conflict and build sustainable peace, and highlighting the potential benefits of psychosocial support for men, women, and children trauma survivors.
- Providing protection for Libyan women activists, bloggers and journalists as they face targeted and disproportional GBV in the form of physical assault, abductions and sexual violence, as well as smear campaigns, gender-related slurs and attempts at intimidation.
- Providing targeted training for judicial actors where possible (e.g., lawyers, prosecutors, criminal investigators) on the implementation of existing laws that are conducive to promoting equitable status and rights of women.
- Where possible, strengthening judicial responses to GBV reporting to ensure such crimes are adequately addressed within official justice channels and not relegated outside of official justice processes.
- Providing education and training to combat gender stereotypes that prevent women from fully participating in public life, including in political institutions and the judiciary.

Eligibility Criteria
- DRL welcomes applications from U.S.-based and foreign-based non-profit organizations/nongovernment organizations (NGO) and public international organizations; private, public, or state institutions of higher education; and for-profit organizations or businesses. DRL’s preference is to work with non-profit entities; however, there may be some occasions when a for-profit entity is best suited.
- Applications submitted by for-profit entities may be subject to additional review following the panel selection process. Additionally, the Department of State prohibits profit to for-profit or commercial organizations under its assistance awards. Profit is defined as any amount in excess of allowable direct and indirect costs. The allowability of costs incurred by commercial organizations is determined in accordance with the provisions of the Federal Acquisition Regulation (FAR) at 48 CFR 30, Cost Accounting Standards Administration, and 48 CFR 31 Contract Cost Principles and Procedures.
