The U.S. Embassy Tokyo’s Public Affairs Section of the U.S. Department of State has announced an open competition for organizations to submit applications to carry out a program to arrange a U.S. exchange program for 6-10 Japanese university and government officials to travel to the United States to meet American peers focused on export controls and preventing sensitive technology transfer.
Program Objective: Japan’s prestigious universities attract researchers from around the world. To encourage this international collaboration while maintaining academic research integrity and promoting national and economic security, the Japanese government and its universities are strengthening export control policies and practices.
This project will arrange for a group of senior Japanese university export control administrators from Tokyo, Hokkaido, Tohoku, Kansai, Kyushu, and/or Okinawa, as well as possibly Japanese government representatives, to engage with members of the U.S. Association of University Export Control Officers (AUECO) in the United States. The delegation will also visit Washington, D.C., for briefings from and meetings with key U.S. government officials from the State Department and other relevant agencies involved in preventing dual-use tech transfers. Building on previous U.S. Embassy Tokyo-hosted virtual webinars and exchanges, this in-person exchange will further contribute to building the capacity of Japanese universities to protect sensitive research and promote economic security.
Proposals should include all costs associated with the program, including:
- round-trip international airfare between Japan and the United States
- domestic travel expenses in Japan (round-trip transportation costs to/from the airport(s) for international departure)
- domestic travel expenses in the United States (e.g. U.S. domestic airfare)
- ground transportation and gratuities in the United States (e.g. chartered bus)
- lodging in the United States
- U.S. visa (or ESTA) fee
- overseas travel insurance
- meals and incidentals
- miscellaneous costs
- interpretation fees
Funding Information
- Total available funding: $100,000
- Award amounts: award may range from a minimum of $50,000 to a maximum of $100,000
- Length of performance period: Up to 24 months
- Number of awards anticipated: 1 award (dependent on amounts)
- Anticipated program start date: No later than May 31, 2023.
