UN Women is calling for proposals for community mobilization on gender equality and the prevention of violence against women and girls in Tajikistan.
The joint (with IOM, UNICEF and FAO) project Empowerment of ‘Families left behind’ for improved Migration Outcomes in Khatlon, Tajikistan (MMPTF-funded), a part of which will be implemented jointly with the sought CSO- UN Women’s Responsible Party, observes a comprehensive approach, attention to good governance and capacity of local systems, a need to build awareness, knowledge and attitudes of the local population and a focus on longer term transformative gender investments. The project enjoys support and cooperation of Local Authorities; Committee on Women and Family Affairs (CoWFA) and its local Departments, Ministry of Health and Social Protection (MoHSP) and its local Departments, Ministry of Labour, Migration and Employment of Population (MoLMEP) and its local Departments, Migration Services (MS) and Departments of Agriculture.
Objectives
The activity relies on:
- CSOs/ Women’s Rights Organizations / groups to build trust, mobilise communities
- utilising participatory approaches in community engagement to better enable women and men to provide their feedback and fully participate in the project processes;
- promoting innovative solutions to heavy and unequal care work through simple, low-cost and practical women-lead initiatives;
- using positive and community-oriented channels to initiate dialogue on gender relations, such as community discussion on gender roles, promotion of women’s leadership, “non-traditional for women” professions and male engagement;
- advocacy to local and national stakeholders to increase access to mechanisms, services and infrastructure.
Funding Information
The budget range for this proposal should be 1,806,400.00 TJS – 2,009,600.00 TJS.
Target Audience
- For the Ethnographic overview of VAWG and harmful practices in 2 target districts of (8 households and 60 active citizens).
- For Community mobilization – Communities of 2 target districts (10 Jamoats) – 14 active groups by 20 community members, e.g. total 280 participants in 14 groups; and those will engage, in turn, their peers, relatives, family members – appr. 1,200 community members, both as direct beneficiaries and rest HH members with who they share GALS tools are indirect beneficiaries.
Competencies
- Company/organization
- Organization/ Public Association registered in Tajikistan.
- Minimum 3 years of country-based professional experience.
- Expert knowledge the field of addressing violence against women and girls (VAWG), in various aspects of advocacy work, communications as well as social mobilization of the population towards ending VAWG, providing social inclusiveness.
- Familiarization with Gender Action Learning System (GALS) methodology is an asset
- Experience in building capacity of Communities, CSOs, organizations with a reference to at least 2 relevant implemented projects.
- Experience in implementation of community-based activities and actions.
- Track record of adult training with a reference to at least 2 projects, implemented recently.
- Availability of skilled human capacities to implement the assignment.
- Well-established client relations with the national partners, CSOs and local authorities.
- Financial System and Accountancy, Logistics and Procurement Policies in place
- Proven quality control system (M&E).
- Team Leader/Manager
- Education: Diploma on sociology, management, social or health and related areas relevant to the assignment.
- Skills: Proven leadership qualities; Good interpersonal and team management skills; excellent skills in monitoring and reporting; Good planning & organizational skills and ability to pay close attention to details; Report writing skills.
- Technical competencies:
- Ability working under minimum supervision and tight deadlines.
- Computer literate (being able to use MS Windows, office applications, Internet search).
- Experience:
- At least 5 years’ experience in project management in the field of addressing VAWG, various aspects of advocacy work and communications as well as social mobilization towards ending VAWG, social inclusion.
- At least 3 years’ experience in grant management.
- Awareness of GALS (past training or experience of GALS application) is an asset.
- Basic awareness of gender research or studies.
- Prior experience in cooperation with international agency, NGOs, UN, or international institutions is an asset.
- Languages: command of Russian and Tajik.
- Be a citizen of Tajikistan.
- Community Facilitators/ Mobilizers (2-4 pers., at the discretion of the candidate), preferably citizens of the target areas, (consider part-time staff time, 50%)
- Education: Diploma in law, social sciences, health, gender studies, or relevant discipline.
- Skills: Good interpersonal and team working skills; Ability to communicate effectively – well-developed verbal and written communication skills; Skills in monitoring and reporting; Good organizational skills and ability to pay close attention to details; Strong adult training/facilitation skills.
- Experience:
- Minimum 3 years of country-based work experience in the field of community mobilization towards ending VAWG, on gender equality issues and inclusiveness, incl. formation of and work with groups of community members.
- Awareness of GALS (past training or experience of GALS application) is a solid asset.
- Minimum 2 years of proven experience in application of participatory approaches and gender-transformative learning techniques and actions, including provision of trainings to adult audience of different social strata.
- Experience in capacity building, delivery trainings and communication (messaging).
- Basic experience in monitoring and evaluation of gender projects
- Basic experience in report writing.
- Languages: excellent command of Tajik and Russian.
- Be a citizen of Tajikistan.
- Communication and Partnership Specialist
- Education: Diploma (higher education) in public relations, journalism, communications (incl. IT) or relevant discipline.
- Skills: Good interpersonal and team working skills; Ability to communicate effectively – well-developed verbal/ written communication skills; Good organizational skills and ability to pay close attention to details; Strong adult training/facilitation skills.
- Experience:
- Awareness of GALS is an asset.
- At least 5 years of relevant professional experience in communications at the national, including experience in media relations
- Experience in using different communication and media platforms.
- Experience in making the case for innovative ideas documenting successes and building them into the design of new approaches
- Excellent knowledge of the local context of rural Tajikistan.
- Experience in report writing.
- Languages: excellent command of Tajik and Russian.
- Be a citizen of Tajikistan
