The United Nations Peacebuilding Program has announced a Call for Proposals for grants to NGOs, associations and public associations of suppliers and developers of business products and services aimed at developing and supporting micro, small and medium-sized businesses (hereinafter – IHR), associations and associations of IHR in priority sectors of the economy, and the implementation of these projects in the territories of Donetsk and Luhansk regions controlled by the Government of Ukraine, and in Zaporizhia and Kherson regions.
The UN Peacebuilding Program is implemented by four UN agencies: the United Nations Development Program (UNDP), the United Nations Framework for Gender Equality and Women’s Empowerment (UN Women), the United Nations Population Fund (UNFPA) and the Food and Agriculture Organization of the United Nations. (FAO).
Thematic Areas
The competition is held in the following thematic areas:
- Programs and projects of local business service providers to increase their capacity to develop and support micro, small and medium-sized businesses in Luhansk, Donetsk, Zaporizhia and Kherson regions;
- Programs and projects for the development of associations of micro, small and medium-sized enterprises that are registered and operate in these areas within the priority sectors of the economy.
Components
Program activities are grouped by the following key components that reflect the priority needs of the region:
- Component I: Economic recovery and infrastructure development;
- Component II: Local Government and Decentralization Reform;
- Component III: Public Security and Social Cohesion.
Funding Information
- It is expected that each of the winning project proposals received will be funded up to $ 25,000. US dollars in hryvnia equivalent, but project proposals with any stated budget are accepted for consideration, and they will be considered by the tender commission.
- It is expected that the duration of the proposed projects will not exceed five months.
Eligibility Criteria
- Public and charitable organizations, unions and associations of entrepreneurs that provide business support services to SMEs; unions and associations of entrepreneurs within priority sectors of the economy. Organizations aspiring to participate in this competition must meet the following general requirements:
- Be an officially registered legal entity with the status of a non-profit or charitable organization;
- Be prepared and have a proven organizational, technical and personnel capacity to develop, organize and implement activities throughout the project implementation area, stated in the project proposal submitted to the competition;
- Adhere to innovation in their activities, be aimed at promoting the goals of sustainable development, adhere to a gender-oriented approach and the principles of zero discrimination.
- NGOs whose applications are aimed at meeting the specific needs of women in business are encouraged to participate in the competition.
- In order to reduce the impact and overcome the impact of the COVID-19 pandemic on the development of SMEs in the target areas, organizations whose activities are aimed at de-digitization and the provision of remote services for business are encouraged to participate in the competition.
- Applications submitted from individuals, commercial organizations, government agencies and organizations, local governments, trade unions, political parties, religious organizations will not be considered.
- The territory of the competition:
- districts of Donetsk and Luhansk regions controlled by the Government of Ukraine;
- Zaporizhia and Kherson regions.
- Requirements for project staff:
- The project team should consist of at least: a project manager (responsible for the overall coordination of project implementation and submission of relevant reports to the UN Peacebuilding Program), an accountant (responsible for accounting and financial reporting), and persons directly involved in project implementation ;
- Higher education or specialized postgraduate professional education in the target areas of the project and / or project management, fluency in the Ukrainian language is desirable for the project manager;
- The accountant must have a higher education related to accounting, and / or qualification certificates and diplomas, experience in the field of accounting for at least two years;
- For other team members – not less than professional specialized education and experience in the relevant sector from one year;
- If the involvement of specialists / specialists is envisaged only if the project proposal is supported, the descriptive application should contain the key requirements for each of the specialists provided by the project (profile education, work experience, etc.). Nominations of project team members will be finally approved by UNDP if the project proposal is supported according to their qualifications and experience.
- The staff involved in the project must demonstrate their readiness to implement all the rules and regulations of cooperation proposed by the UN Peacebuilding and Reconstruction Program.
