UNDP is pleased to announce applications for Assessment of Economic Valuation of Biodiversity and Ecosystem Services in secure Himalaya project landscapes in Uttarakhand to support the Government of India and State Governments to effectively promote sustainable land and forest management in alpine pastures and forests in high range Indian Himalayan ecosystems that secure sustainable livelihoods and ensure the conservation of globally significant biodiversity and threatened species.
Objective
The objective of this assignment is to undertake economic valuation of biodiversity and ecosystem services in select project landscapes, to make a strong economic case for mainstreaming biodiversity and ecosystem services into planning, programming and decision making of relevant economic sectors, for ensuring integrated and sustainable socio-economic and environmental development.
Outcomes
The project would be implemented over a period of six years in the high-altitude trans-Himalayan region and has the following major outcomes:
- Improved management of high range Himalayan landscapes for conservation of Snow Leopard and other endangered species and their habitats and sustaining ecosystem services;
- Improved and diversified livelihood strategies and improved capacities of community and government institutions for sustainable natural resource management and conservation;
- Enhanced enforcement, monitoring and cooperation to reduce wildlife crime and related threats;
- Effective knowledge management and information systems establish for promotion of sustainable management practices in the High range Himalayan ecosystems.
Outputs
- Economic valuation of biodiversity and ecosystem services in project landscapes.
- Making a business/economic case for integrating biodiversity and ecosystem services in identified (public and private) sectoral plans, programmes, policies and schemes of identified economic sector.
- Developing communication strategy, communication tools and knowledge products to disseminate results and recommendations of the study in each identified economic sectors and for relevant stakeholders.
- 2 pilots to showcase integration of biodiversity and ecosystem services in planning/programming/decision making of 1-2 economic sectors.
Deliverables
- Inception report including a detailed plan of action with a detailed framework of activities, standard methodology to be applied for valuation of BDES, schedule etc. – 10 days from the date of award of the study.
- Methodology developed for valuation of BDES in consultation with MoEF&CC, UNDP, experts and agencies (within 02 months).
- Report of scoping study of BDES, in identified economic sector in select project landscape, stakeholders and sectors (within 6 months). The report should include scientific secondary and primary survey detail, methods and analyses.
- Biodiversity and ecosystem services valuation, gaps in integration of BDES in sectoral planning, communication strategy, tools, knowledge products, detailed plans for two pilot projects (11 months).
- Report of implementation of pilots showcasing integration of biodiversity and ecosystem services in planning/programming/decision making of 1-2 economic sectors (16 months).
- Final report (24 months) integrating findings from two years, including long-term BDES mainstreaming plan for key sectors.

Qualification Requirements
- The service provider should have minimum 05 years’ experience in the areas of economic evaluation of biodiversity and ecosystem services having relevant expertise in areas of economic valuation of biodiversity and ecosystem services, planning insitu conservation approaches in a landscape with varied land uses, creating convergent partnerships, fostering knowledge partnerships, environmental economics, communication, GIS, design and development, IT and other relevant sectors.
- The Service Provider should have completed at least 2 projects with central ministries, state government departments or government research institutions.
- The service provider should complete at least one project related to environmental economics and natural resource management in the Himalayan region.
