UNDP is calling proposals for Civil Society Organizations in Liberia to address the barriers that limit women’s full and effective political participation and representation in the four countries of implementation spanning the West and Central Africa region.
More specifically, focus on building an enabling environment for women to participate in politics by: increasing community and civic understanding of gender equality and women’s right to political participation; supporting women political leaders to attain political power, including building their technical capacity to mobilize resources to fund campaigns and participate in political decision-making; providing mentorship support for young women to pursue political leadership opportunities; and by supporting women to build political alliances and networks across sectors and beyond national boundaries.
Women’s leadership and political participation is one of UN Women’s primary areas of work as mandated in its inception, recognizing the integral role of women in strong and stable democratic processes. Through its Leadership and Governance section, UN Women works to implement Goal 1 of the Entity’s Strategic Plan 2020-2024 “Women lead and participate in all areas of decision-making”. UN Women’s theory of change for women’s political empowerment and leadership, based on the achievements of women in politics and lessons learned to date, envisions a four-pronged strategy:
- support development and implementation of robust legal frameworks and administrative arrangements that promote gender balance and facilitate women’s participation;
- expand the pool of qualified and capable women to run for election;
- transform gender norms so that women are accepted as legitimate and effective leaders; and
- support women leaders in gender-sensitive political institutions to attract, promote and retain women leaders, and highlight the constructive contribution they make to decision-making.
Focus Areas
This initiative will overall focus on the following:
- Develop messages to support women’s political participation and the Electoral Law Reform (ELR) and disseminate them through appropriate channels.
- Provide information and messages that will educate women and the public on the value of women’s participation in the electoral process and decision making.
- Lead the advocacy efforts for the gender provision in the electoral law reform process.
- Mobilize media support and partnership for women’s participation and the Electoral Law Reform gender quotas.
- Work with the responsible committees in the National Legislature to organize events to raise awareness of the Electoral Law Reform and the gender provisions contained.
- Conduct a leadership clinic and provide capacity building for potential women candidates and their campaign team.
- Support legal process of cases arising from election disputes concerning women candidates.
Funding Information
- The budget range for this proposal should be $150,000.00 (One Hundred and Fifty thousand United States Dollars) to $210,000.00 (Two Hundred and Ten Thousand United States Dollars Only).
Pillars
Pillar 1: Advocacy & Legal support
- Output: Strengthened technical capacity for lawmakers to develop and implement gender sensitive legislative frameworks enabling women’s participation and leadership.
- Deliverables:

- Detailed activity work plan and methodology for project implementation
- Legal support and review
- Development and dissemination of briefs in print and electronic formats
- Advocacy and engagement plan for key stakeholders and public
- Mobilization of women groups and CSOs to support advocacy for gender balance in leadership and decision making
- Monthly short narrative progress report
- Quarterly narrative and financial reports
- Knowledge product- Documentary
- Final project report
- In addition to the indicative activities and any other innovative activities the partner can develop, the following deliverables are anticipated:
Pillar 2: Capacity development
- Output: Strengthened capacities of women leaders, elected members, candidates, and aspirants to engage in political life (including young women)
- Deliverables:
- Detailed activity workplan and methodology for project implementation
- Organize roundtables with female candidates of 2020 Special Senatorial Election
- Support and deliver training to female aspirants/participants (including 2021 by-elections candidates) using UN Women Political Leadership Candidate Training Manual
- Provide follow-up support to participants
- Knowledge product- Documentary
- Activity reports, quarterly reports, and final project reports
Pillar 3: Communication & Media
- Output: Increased community, civil society and media understanding of gender equality and women’s right to political participation.
- Deliverables:
- In addition to the indicative activities and any other innovative activities the partner can develop, the following deliverables are anticipated:
- Detailed activity workplan
- Develop, production and disseminate messages in print and electronic formats
- Record and produce short voice and video messages of influential political leaders supporting women’s political participation
- Monthly short narrative progress report
- Quarterly narrative and financial reports
- Knowledge product- Documentary
- Final project report

Outcomes
The two main outcomes of the project are:
- increased effective participation and representation of women as political leaders at the local, national and regional levels; and
- improved legislative practices and frameworks for the promotion of gender balance in politics in the Central African Republic, Liberia, Nigeria and the Republic of Guinea.
Competencies
- Technical/functional competencies
- A brief description of the organization, including its registration details and relevant experience working on issues pertaining to gender, governance, and political participation and with varying degrees of education, empowerment, and community participation, particularly in at risk rural areas. This should also include:
- Proposed staffing (number and expertise) for the services to be delivered.
- Organizational experience and proven track record/credibility on gender and development, RBM and its application to key processes (e.g., planning, programming, monitoring, reporting and evaluation), and other areas of expertise relevant to the services required.
- A brief description of the organization, including its registration details and relevant experience working on issues pertaining to gender, governance, and political participation and with varying degrees of education, empowerment, and community participation, particularly in at risk rural areas. This should also include:
- Other competencies, which while not required, can be an asset for the performance of services.
- Relevant experience in partnerships with UN Women, other UN agencies, governments, NGOs, and other development actors
