The United Nations Development Programme (UNDP) is calling for proposals to Support Recovery Dinagat in Philippines.
The UNDP, working with the provincial government and the affected LGUs and communities on livelihoods restoration and recovery, shall provide support in addressing the immediate, medium, and long-term interventions towards economic resiliency through the Recovery Support to Women Entrepreneurs Affected by Typhoon Rai/Odette Towards Resilient Livelihoods in the Province of Dinagat Islands.
UNDP requires the services of one or two Non-Government Organizations/Civil Society Organizations (NGOs/CSOs) to support priority most-affected households to restart their livelihoods, targeting 200 women micro-entrepreneurs [youth and persons-with-disabilities]. The Project shall cover the severely affected barangays of the 3 LGUs in Province of Dinagat Islands, namely Basilisa with [7,179 families], Cagdianao with [5,615 families] and Tubajon with [2,579 families].
Scope of Work
Specifically, the NGO shall perform the following tasks:
- Selection of the beneficiaries based on criteria agreed with the PDI Recovery Team and UNDP, to be validated with the respective LGUs;
- Conduct of family profiling of selected beneficiaries, including skills inventory;
- Preparation of simple feasibility study and business plans with identified beneficiaries, capacitate beneficiaries in preparation of simple business and financial plan;
- Directly implement and administer the working capital assistance and provision of goods/materials/equipment according to the beneficiaries’ feasibility study ;
- Monitoring of beneficiaries’ implementation of micro-enterprise projects;
- Documentation of good practices and lessons learned;
- Referral of other members of the family to other agencies for possible support, i.e., skills training; and,
- Submission of Progress Report to UNDP and PDI.

- Lot 1
- Proposal amounts should not be more than Php 3,901.840 (Three Million Nine Hundred One Thousand Eight Hundred Forty Philippine Pesos only) or USD76,000 (UNORE rate to be followed at the time of award). Total agreement price inclusive of management cost. It is expected:
- That the management cost being proposed by NGOs/CSOs is 10% of the total budget.
- That the Technical assistance, capacity building is 10% of the total budget.
- Direct assistance to identified beneficiaries for business management (budget of USD 20 per beneficiary).
- Identification of beneficiaries and preparation of feasibility study/business plans is 10% of the budget)

Expected Beneficiaries
- Lot 1: Most-affected households to restart their livelihoods, targeting 200 women microentrepreneurs [youth and persons-with-disabilities]. The Project shall cover the severely affected barangays of the 3 LGUs in Province of Dinagat Islands, namely Basilisa, Cagdianao and Tubajon.
- Lot 2: 200 Coconut farmers in the Province of Dinagat Islands. The Project shall cover the severely affected barangays of the 3 LGUs in Province of Dinagat Islands, namely Basilisa, Cagdianao and Tubajon.
Requirements
The requirement is divided into two (2) lots—
- Lot 1 (Assistance to women micro-entrepreneurs)
- The proposed intervention package shall consist of following major requirements:
- Shortlisting of beneficiaries, preparation of feasibility study for each beneficiary, capacitating beneficiaries in preparation of simple business and financial plan
- Providing working capital and goods/materials/equipment for the micro-enterprise activities (200 women micro-entrepreneur beneficiaries)
- Management of the project and other support as needed.
