The United Nations Development Programme (UNDP) is accepting proposals for the Recruitment of National NGOs and CSOs Program to strengthen the participation and involvement of the Chadian population in general, women, young people and people living with disabilities in particular in legislative and local elections.
This involves strengthening participation in the various electoral operations for the holding of inclusive, free and transparent legislative, provincial and municipal elections in all 23 provinces and 125 departments of Chad.
Specific Objectives
- Specifically, this will involve:
- Ensure strong mobilization of the electoral population through more focused and structured approaches allowing all stakeholders to understand the scope of these elections and the role they have in them to play.
- Disseminate impartial electoral information during awareness-raising activities for the general population and target groups (women, youth, people disabled and nomadic) in order to ensure massive and inclusive participation in the elections.
- Leverage the knowledge of grassroots civil society organisations, local languages and different population groups to ensure effective dissemination of electoral information.
- Disseminate electoral information related to voting procedures within polling stations for combined elections.
- Contribute to strengthening a climate of trust between the different actors in the electoral process.
Duration
- Offers must present a provisional timetable for completion over a period not exceeding 5 weeks from 1 November 2024.
Activities
- Specific activities to be implemented by NGOs/CSOs:
- Raise awareness among the electorate about the specific nature of these combined elections and the practical implications when voting;
- Raise awareness and educate citizens on voting procedures and the use of the single ballot paper;
- Inform citizens of the documents required for voting.
- Inform citizens of the date of the elections, as well as the opening and closing times of the polling stations.
- Raise awareness among citizens to actively and massively participate in voting, particularly women, young people and people with disabilities.
- Disseminate awareness materials provided by ANGE/UNDP/EISA (posters, flyers, etc.) in the field.
Expected Results
- It is expected that following this civic and electoral education program, following results:
- The leaders of the selected NGOs/CSOs participate in an orientation workshop organized by ANGE/UNDP in N’Djamena.
- The NGOs/CSOs at the level of the departments/lots for which they have been selected, organize for the facilitators responsible for carrying out electoral awareness-raising activities in the field, a 2-day training course on the facilitation techniques and awareness-raising approaches to be implemented.
- The NGOs/CSOs produce and make available to the UNDP and ANGE an operational plan for the deployment of the facilitator teams for the entire duration of the activities (in particular the itinerary, the timetable for the awareness-raising sessions for each awareness-raising team including the locations, dates and target audience for each session).
- The NGO/CSO facilitator teams organize awareness-raising sessions in local languages, including the dissemination of materials provided by the! ANGE/UNDP and clear and simplified messages on the electoral process, voting procedures as well as electoral rights and duties, in order to strengthen the understanding and informed participation of the population in the elections.
- Each selected NGO/CSO organizes an evaluation workshop within the organization at the end of the awareness-raising activities.
- Each NGO/CSO produces and submits to UNDP its activity and evaluation report.
Eligibility Criteria
- Local civil society organizations with extensive experience in community awareness raising are invited to submit a technical offer and a financial offer.
- The technical offer is presented on a maximum of 5 pages. It must describe the context, include a brief presentation of the organization, the objective of the project, the working methodology for implementing the various interventions, the expected results, the technical solutions proposed, the actors involved, the detailed timetable for implementing the activities and the experience of the organization in the field of awareness raising, etc.
- The proposals received and accepted will be studied by a selection committee set up for this purpose.
- Eligibility of Organizations
- Eligible for UNDP funding for this activity are associations, civil society organizations (CSOs), non-governmental organizations/and national organizations (NGOs) legally constituted in Chad and effectively established throughout the national territory or in the regions. These organizations must be under Chadian law, members of legally recognized civil society and have a base and experience in the regions of the country. These associations, CSOs and non-governmental organizations must each have a procedures manual.
Ineligibility Criteria
- The following are considered ineligible:
- Office rental;
- Maintenance of premises;
- Debts;
- Individual proposals or proposals from design offices will be rejected.
