The United Nations Development Programme (UNDP) has announced the proposals for Provision of Cash for Work (CFW) Assistance for Women at Risk in Five Provinces of Afghanistan.
This project is part of an integrated response of UN Women Afghanistan to the ongoing humanitarian and economic crisis. UN Women Afghanistan plans to provide emergency recovery and sustain livelihoods of vulnerable women in most marginalized communities especially in rural areas through Cash for Work initiatives, to ensure that the most vulnerable women do not have to deplete all their capitals and that they do not fall below the poverty line during the crisis.
Scope
- Geographical coverage: Four provinces in the four regions of Afghanistan as Balkh, Kandahar, Nangarhar and Herat and related districts areas.
- Timeline: Total of 12 months, while the project’s Cash for Work (CfW) activities should be implemented within 2 months (44 working days) Saturday Inclusive as working day for different batches for 400 WHHs
- Targeted beneficiaries: Women Headed Households (WHH): Women who are 18 or older with one or more dependents whether they are single, yet they act as the main breadwinner, widows, divorced and who do not have any financial support from IDPs, returnees and host communities in the four provinces in the four regions. Priority will be given to female IDPs and returnees
- Number of Beneficiaries: 400 Beneficiaries – 100 female beneficiaries per province in the four provinces in four regions.
- Beneficiaries Definition: The selected responsible party (ies) will develop eligibility and selection criteria for the cash for work (CfW) beneficiaries in close consultations with UN Women WEE team.
Aims
The Cash for Work aims to:
- Provide income support to poor, vulnerable and disadvantaged women through short term, intensive and unskilled work in order to meet their essential needs;
- Build or rehabilitate community assets that are vital for sustaining the livelihoods of a community and restoring activities mainly agricultural activities in Afghanistan;
- Improve the food security situation for vulnerable women especially women headed households
- Improve capacity and skills for targeted women beneficiaries
Funding Information
The budget range for this proposal should be $ 300,000 – $ 400,000 for 400 women beneficiaries in five provinces – (for 12 Months)
Project’s Outcome
Women at risk in the five provinces (Bamyan, Balkh, Kandahar, Nangarhar and Herat) in the five regions of Central highland, North, South, East and West across Afghanistan have better livelihoods through access to CfW interventions

- UN Women Afghanistan is looking to partner with International and /or national non-governmental organizations (NGOs) registered in Afghanistan to carry out the activities listed in this CfP. The partner I/NGOs (responsible party) must have the following technical and functional competencies. UN Women Afghanistan also encourages potential partner I/NGOs to establish and apply as a consortium.
- Reputation of Organization and Staff:
- Documented successful track record (for newly formed organizations, the personnel to be assigned to the UNWomen project should have a proven track record of five years in the subject field).
- A proven commitment to results(able to provide records of successful projects).
- Proven credibility in terms of working towards gender equality, women’s socio-economic rights, protection andempowerment in crisis context.
- Proven ability to implement cash for work (CfW) activities.
- General Organizational Capability:
- Ability to convene a wide range ofstakeholders, generating trust through participatory methods that ensuresinclusivity and equal involvement of all parties concerned.
- Track record of working with local authorities and actors, civilsociety, UN, and other multilateral or bilateral actors.
- Record and evidence of organizational culture of accountability, such as a written code of conduct, measures on anticorruption, protection againstsexual exploitation and abuse and sexual harassment policy.
- A track record of delivering quality and timely project results, as well as communicating on any challenges ordelays
