The United Nations Development Programme (UNDP) has announced the proposals to develop SDG-aligned Input/Output table leading to Social Accounting Matrix (SAM) for Accelerating Implementation of Sustainable Development Goals in Nepal (AISN).
The overall objective of this study is to prepare SDG-aligned input/output table leading to SAM. The scope of work includes taking stock of relevant literature, reviewing Supply and Use table, prepare, balance, and validate SDG-aligned SUTs; Convert SUTs to I/O table and link it with the proposed SAM; Compile/estimate a new Macro-SAM based on new available data, and provide necessary training to CBS and provide policy implication about the use of I/O table and link it with the proposed SAM.
Scope of Work
- Review NPC’s preparatory report titled ‘Assessment of Infrastructure for preparation of Input/output table and SDG aligned Social Accounting Matrix’,
- Take stock of relevant national and international literature,
- Take stock of macroeconomic reports such as National Accounts Report, Economic Surveys, monthly and annual publications on macroeconomic indicators and other,
- Review Supply and Use Table for Nepal and review the data ecosystem for SAM
- Use primary information sources including interviews, KII with selected officials working on National Account in Central Bureau of Statistics, NRB, NPC, and other related agencies.
- Take stock of plan and policy documents relevant to SDGs to make SDG-aligned SAM.
- Identify the data sources available – to be used in I/O table with list of variables from given data source such as Nepal Living Standard Survey, Nepal Labor Force Survey, Nepal Multiple Indicator Cluster Survey, Economic Census, Cost of Production Survey etc.
- Identify and collect all data needed to update.
- Obtain and use disaggregated data from the selected sources in accordance with the accounts disaggregation of the new SDG-aligned SAM.
- Prepare, balance and validate SDG aligned SUTs.
- Convert SUTs to I/O table and link it with the proposed SAM
- Compile/estimate a new Macro-SAM based on new available data.
- Train the National Account section of CBS to convert SUTs to I/O tables.
- Prepare policy implication about the use of I/O table and link it with the proposed SAM
Objectives
The objectives of this study are:
- To prepare Supply and Use table, and then
- To prepare an Input/output Table, and then
- To prepare SDG-aligned Social Accounting Matrix (SAM) which could be useful for the macroeconomic projections of periodic plans
Qualifications
- Team Leader / Economist
- Master’s Degree in Economics or Development Economics, or Applied Economics, or in related subject areas. A Ph.D. degree on the related themes (subjects) is preferred.
- At least 15 years of experience in the academia field or in policy research in macroeconomic areas or on Development Planning field, with a focus on macroeconomic policy analysis or economic policy evaluation research and experience on SAM based macroeconomic /CGE modeling and national accounts,
- Prior experience of preparing or supporting to prepare input/ output table or Supply and Use Table and SAM of Nepal.
- Proven strong analytical skills in monetary policy and fiscal policy research related subject-areas in Nepal, with a proven publication record.
- Prior experience in working on similar kind of study on national account and macroeconomic framework in Nepal or similar work in other countries.
- Demonstrated leadership, team building, and coordination skills, and association with national and international professional groups related to the work proposed.
- Proven good record of writing high level economic policy papers and policy report in English language, especially in drafting of economic policy research papers.
- Statistician
- Master’s degree in Economics, Mathematics, Statistics, or in related subject areas,
- At least 7 years of experience of research using statistical methods in macroeconomic aspects with focus on national accounts,
- Prior experience of preparing or supporting to prepare Input/ Output Table or Supply and Use Table of Nepal
- Good understanding of the Nepal Government’s plan and polices,
- Excellent in writing reports and communication.
- Modelling Expert
- Master’s degree in Economics, Mathematics, Statistics or in related subject areas with expertise on macroeconomic modelling
- At least 5 years of experience of research using statistical methods in macroeconomic aspects with focus on national accounts,
- Experience on SAM based macroeconomic /CGE modeling.
- Proven previous experience in working on similar kind of study on national accounts and macroeconomic framework in Nepal or similar work in other countries
Criteria
- Technical Proposal – 800 points
- Expertise of the Firm – 200 points
- Proposed Work Plan and Approach – 300 points
- Management Structure and Qualification of Key Personnel- 300 points
- Financial Proposal (30%)-300 points
- To be computed as a ratio of the Proposal’s offer to the lowest price among the proposals received by UNDP.
