The United Nations Development Program (UNDP) invites Non-Profit Organizations (NPOs) operating in the Kyrgyz Republic to participate in a call for proposals to provide training for women candidates and potential women candidates to increase women’s participation and involvement in the upcoming local elections.
The Call for Grant proposal is announced within the framework of the joint “Kyrgyzstan Electoral Support Programme” of the Government of Switzerland and UNDP (hereinafter the Programme).
The grant fund of the Program is designed to increase women’s participation and engagement in the upcoming local elections as candidates. In response to a formal request from the Central Elections Commission of the Kyrgyz Republic (CEC) to strengthen the effectiveness, transparency and inclusiveness of the electoral processes the United Nations (UN) in Kyrgyzstan through the United Nations Development Programme (UNDP) has been supporting the efforts of the Kyrgyz Republic.
Funding Information
- UNDP intends to award a grant in the amount of $35,000 (thirty-five thousand) to a Non-governmental organization (NGO) on a competitive basis to implement training for female candidates and potential female candidates, as a result of which more women will run for 30% reserved seats in local keneshes.
Eligibility Criteria
Applications can be submitted by applicants meeting the following criteria:
- The Grant Applicant must have proven work experience on gender issues and gender equality, or in the absence the opportunity to involve a gender expert(s);
- The Grant Applicant must have proven work experience on legislation, in particular on the electoral legislation and reserved quotas for women, or in the absence the opportunity to involve a legal expert(s);
- Maximum coverage in numeric and qualitative means of target groups in all seven, particularly in those 480 local keneshes, where local elections will be held in spring in 2021 or offering the greatest coverage. Project applications with greater and better target group coverage will have an advantage;
- The presence of activities or approaches in the applicant’s project application affecting the increased of women’s participation and engagement in the electoral processes as candidates;
- The project application is prepared in strict accordance with the format, and the information presented is complete, accurate and clear.
Selection Criteria
The selection process will be held in one stage:
- In order to ensure transparency of consideration and approval of project proposals, a Grant Selection Commission for the evaluation of grant projects (GSC) formed from representatives of UNDP, the CEC, and, if necessary, specialized specialists/experts in various fields.
- The GEC is the authorized body responsible for the consideration, selection and decision-making on the project proposals received.
- The selection and approval of the project proposal as the winner of the grant will be carried out in one stage during the meeting of the GEC.
- The final decision on the award of the grant is made by the UNDP management based on the results of GEC.
