The United Nations Development Program (UNDP) has announced submissions for the Grant competition to Conduct Research on Public Security and Social Cohesion to combining the efforts of the public, representatives of state authorities and local self-government to form an in-depth study of the target communities from the inside within the framework of the “Community Profile”.
This announcement provides information on the grant competition held by the United Nations Development Program (UNDP) in Ukraine in the areas of “social cohesion” and “public safety” for non-governmental organizations operating in territories under the control of the Government of Ukraine, and provides instructions regarding the submission of project proposals. The announcement specifies the criteria for meeting the requirements of the competition, describes the process of submission and selection of project proposals, and also outlines the criteria for evaluating the projects that will be selected within the framework of this competition.
In Ukraine, UNDP works in five program areas of support: strengthening the potential of the Government of Ukraine in responding to crises and overcoming them; continuous provision of public services; provision of urgent assistance for recovery and reconstruction; life support and support of the private sector; civil society and support of the social structure.
The war in Ukraine has already led to huge human casualties, unprecedented population displacement both within the country and to neighboring countries, and catastrophic destruction of infrastructure. Eighteen years of social and economic achievements of Ukraine are under threat. The main task of UNDP is to preserve development gains as fully as possible and to return Ukraine to the path of achieving the Sustainable Development Goals as soon as possible.
Eligibility Criteria
- Public or charitable organizations that will submit project proposals within the framework of this competition must meet the following mandatory requirements:
- be officially registered with the status of a legal entity in Ukraine and implement their activities in the territories under the control of the Government of Ukraine, in particular in the target regions and communities specified in point 3.3. this announcement;
- have the status of a non-profit or charitable organization (non-profit codes 0032, 0034, 0036, 0038, 0039 or 0048);
- have work experience of three years or more in accordance with the subject of the competition (in the field of social research, data collection and processing, public safety, mobilization and development of communities, social cohesion, work with youth or other relevant areas);
- Have relevant specialists and project personnel for its implementation (project manager, financial specialist/accountant and other specialists according to the needs of the project). In the event that the involvement of specialists is envisaged only if the project proposal is supported, the descriptive application must contain the key requirements that will be put forward to each of the specialists envisaged by the project (professional education, work experience, etc.).
- Have previous experience of working in international projects or at the expense of international donors and successful reporting on projects.
- Personnel involved in the implementation of the project must meet the following requirements:
- the project team should at least consist of: a project coordinator (responsible for the overall coordination of project implementation and submission of relevant reports to UNDP) and an accountant (responsible for keeping accounting and financial reporting);
- work experience in the research field or the public sector for at least three years (for the project manager);
- knowledge of languages - fluency in the Ukrainian language;
- an accountant must have a higher education (related to accounting) and work experience in the field of accounting for at least two years;
- Readiness to comply with all rules and established regulations of cooperation proposed by international partners.
- Territories of the competition, requirements for registration and experience of organizations:
- The project, which will be implemented with the funds of this grant competition, is planned for implementation on the territory of the target regions and communities, namely:
- six target regions in the territories controlled by the Government of Ukraine: Chernivtsi, Dnipropetrovsk, Kharkiv, Mykolaiv, Poltava and Zakarpattia;
- thirty-six target communities in target areas:
- Chernivtsi region: Chernivtsi TG, Vyzhnytsk TG, Hlybochanska TG, Mamalygivska TG, Nedoboivska TG, Khotynska TG;
- Dnipropetrovsk Region: Kamianska TG, Mykolayivska TG, Novomoskovsk TG, Pavlogradska TG, Synelnykivska TG, Sofiivska TG, Ternivska TG;
- Kharkiv region: Balakliya TG, Zmiivskaya TG, Novovodolazka TG, Pervomaiska TG, Savynska TG, Solonitsivska TG;
- Mykolaiv region: Mykolayivska TG, Bashtanska TG, Buzka TG, Voznesenska TG, Halytsynivska TG, Oleksandrivska TG;
- Poltava Region: Poltava TG, Hradizka TG, Kozelshchyna TG, Kremenchuk TG, Lubenska TG, Myrhorod TG, Opishnyan TG;
- Transcarpathian region: Uzhhorod TG, Mukachevo TG, Perechyn TG, Svalyavska TG.
- The project, which will be implemented with the funds of this grant competition, is planned for implementation on the territory of the target regions and communities, namely:
Expected Results
- an action plan was developed and agreed with the UNDP representative, which covers the design and methodology of the participatory action research;
- the basic principles and structure of participatory action research are presented to research teams from all target communities;
- developed and agreed with the representative of UNDP training program on participatory research methodology;
- trainings were conducted in the target areas and a report was submitted on the progress and results of the PDMD training;
- the developed methodology and research tools are presented and discussed by the research teams at the meetings of the RGGBSG or the Councils of the VPO;
- revised research tools (questionnaires, guides for conducting focus group discussions, a community mapping tool), together with community profiling research teams;
- the research teams present an interim report on the progress of the research at the meetings of the RGGBSG or the Councils of IDPs;
- Consultations were provided to research teams on the use of PDMD in community profiling (at least 5 consultations for each community);
- analytical reports prepared by each research team with a unified content structure and design for community profiling with edited graphs and maps;
- the results obtained by the research teams are presented and discussed by the research teams at the meetings of the RGGBSG or the VPO Councils;
- Refined and more detailed quantitative indicators of the expected results will be developed together with the organization selected in the framework of the competition.
