UNHCR Greece has launched a Call for Expression of Interest to solicit interest from existing or prospective partners who have unique attributes to UNHCR’s capacities for project implementation in Greece for the period 2023-2025.

UNHCR Greece is focused on a protection-driven approach around two pillars:

Funding Information
The Call provides for a two-stream selection process targeting prospective partners able to demonstrate:
- high level sectoral expertise in the protection and delivery of services to refugees and asylum-seekers, established operational presence in Greece, high programme implementation capacity, strong organizational governance and internal controls, including monitoring and reporting mechanisms, for implementation of projects with value above EUR 100,000 per budget year, or
- specific technical expertise, and operational capacity for the implementation of small-scale emblematic projects and pilots of total value at or below EUR 100,000 per year.
Expected Results
UNHCR Greece Strategic Priorities for 2023 – 2025 UNHCR’s role will focus on ensuring that policy choices do not go below minimum standards as flowing from international refugee law. This requires that persons in need of international protection are allowed access to territory without fear of refoulement and able to apply for asylum. It is also important that both asylum-seekers and refugees are treated fairly and humanely and that persons with specific needs are prioritized and treated in accordance with international standards, in particular those outlined in the Convention on the Rights of the Child, the Convention on the Rights of Persons with Disabilities, the Council of Europe Convention on Preventing and Combating Violence against Women and Domestic Violence, as well as other relevant regional and international law instruments. While Greek law grants recognized refugees ample rights, the transition from asylum-seeker to recognized refugee has proven difficult for many, especially given the limited support recognized refugees receive and the administrative requirements to become self-reliant in Greece.

Eligibility Criteria
- The Call is open to NGOs (non-governmental organizations and other non-profit entities), preferably national NGOs, that wish to contribute with complementary resources (human resources, knowledge, additional funding, in-kind contributions) for achieving common objectives as per UNHCR Greece Multi-year Strategy for 2023-2025.
- Legal status in Greece is a requirement for all applicant organizations as follows:
- Legal registration at the location of the NGO’s Headquarters.
- Authority to operate-in Greece, if registered in another country.
- Authority to operate a bank account in Greece.
