The U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Office for Victims of Crime (OVC) are seeking applications for funding for the FY 2021 Services to Support Victims of Hate Crime and Strengthen Communities Program.
Goal
- The goal of this program is to assist communities, groups, and individuals who have been victimized by hate crime by developing innovative, field-generated projects to promote awareness, healing, reconciliation, service access, and/or resource development.
Objective
- The overarching objectives are to enhance the response to hate crime victims, groups and/or communities and to develop models that can be replicated in other communities.

Eligibility Criteria
- For profit organizations other than small businesses, Native American tribal governments (Federally recognized), Native American tribal organizations (other than Federally recognized tribal governments), Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education, Nonprofits that do not have a 501(c)(3) status with the IRS, other than institutions of higher education, Private institutions of higher education, Public and State controlled institutions of higher education, Small businesses, Other
- Applicants must demonstrate knowledge and understanding of the needs of victims of hate crime and must have the staff, resources and capability to develop or enhance a nationwide model to address hate crime. Additionally, applicants must demonstrate that they have the capacity and expertise to provide technical assistance to the organizations to be funded under this program. Joint applications from partnering institutions may be employed to address this requirement.
- To advance Executive Order Safe Policing for Safe Communities, the Attorney General determined that all state, local, and university or college law enforcement agencies must be certified by an approved independent credentialing body or have started the certification process to be allocated FY 2021 DOJ discretionary grant funding, as either a recipient or a subrecipient.
- All recipients and subrecipients (including any for-profit organization) must forgo any profit or management fee.
