Clinton County is pleased to launch the American Rescue Plan for Infrastructure and Covid-Related Recreation Projects.
Clinton County has received $3,751,906.50 from the U.S. Department of the Treasury from the Coronavirus State and Local Fiscal Recovery Funds (SLFRF) program of the American Rescue Plan Act (ARPA).
Eligible Projects
While the ARPA statute offered a range of eligible activities and projects, the Commissioners have already funded several of the categories with their 2020 CARES Act Community Relief Block Grants and their 2020 CDBG Coronavirus Assistance. They are limiting this year’s ARP requests to:
- Water or sewer infrastructure improvements. Projects must also be eligible under the EPA’s Drinking Water and Clean Water State Revolving Funds. Municipalities and Public Authorities anywhere within the borders of Clinton County may apply.
- Projects to construct, improve and repair wastewater treatment plants.
- Water or sewer projects to ensure compliance with health and environmental safety requirements.
- Projects to replace failing water storage, treatment and distribution systems.
- Coronavirus-related outdoor recreation projects conceived as a response to the public health emergency, to provide new or enhanced outdoor amenities or outdoor public spaces; these only may take place in Qualified Census Tracts (QCT). The only QCTs in Clinton County are CT 306 and 307, both in the City of Lock Haven.
- Coronavirus-related recreation projects that are a direct response to negative economic impacts from the Coronavirus emergency; and/or which are related to public health; and/or which improve the built environment. Applicants on the basis of negative economic impacts, if provisionally approved, will need to itemize their pandemic losses and verify that they have not been reimbursed or recovered through other pandemic relief programs.
Eligibility Criteria
The Commissioners are limiting this year’s assistance to:
- Municipalities of Clinton County
- Public Authorities of Clinton County
- 501c(3) nonprofits of Clinton County
