The Commodity Credit Corporation (CCC) and Foreign Agricultural Service (FAS), Global Programs has announced a call for proposals for the Market Access Program (MAP).
The MAP is designed to encourage the development, maintenance, or expansion of commercial export markets for United States agricultural commodities and products through cost–share assistance.
Assistance may be provided for either generic or brand promotion activities. While activities generally take place overseas, reimbursable activities may also take place in the United States.
FAS allocates funds in a manner that effectively supports the strategic decision–making initiatives of the Government Performance and Results Act (GPRA) of 1993.
In deciding whether a proposed project will contribute to the effective creation, expansion, or maintenance of foreign markets, FAS considers whether the applicant provides a clear, long–term agricultural trade strategy, has the broadest producer representation and affiliated industry participation of the commodity being promoted, and includes an effective program time line against which results can be measured at specific intervals using quantifiable product or country goals.
FAS enters into agreements with eligible Participants where benefits generated are available throughout the relevant agricultural sector and that no single entity gains an undue advantage or sole benefit from program activities.
Funding Information
- Total Award Funding: No less than $200,000,000
- Estimated number of awards: 60–70 awards
- Estimated funding per award: Funding per award under MAP is anticipated to range from $50,000–$20,000,000 per eligible applicant, subject to programmatic approval, review, and available funding.
- Period of Performance: Awards will be generally granted for a project period of up to three years.
- Projected Period of Performance Start Date(s): 01/01/2022
- Projected Period of Performance End Date(s): 12/31/2025
Eligible Activities
- MAP Participants may receive assistance for generic or brand promotion activities.
- For generic activities, funding priority is given to organizations that have the broadest possible producer representation of the commodity being promoted and that are nationwide in membership and scope.
- For branded activities, only nonprofit U.S. agricultural trade organizations, nonprofit state regional trade groups (SRTGs), U.S. agricultural cooperatives, and state government agencies can participate directly in the brand program.
- Applicants that do not meet the eligibility criteria will be considered ineligible.
Eligibility Criteria
- To participate in the MAP, an applicant must be a:
- Nonprofit U.S. agricultural trade organization;
- Nonprofit state regional trade group;
- U.S. agricultural cooperative; or
- State government agency
- Small–sized private U.S. commercial entities may participate in a branded program through a MAP Participant. A U.S. agricultural cooperative may also apply for funds to conduct its own brand promotion program.
