The Minnesota Department of Employment and Economic Development (MDEED), through its Employment & Training Division, is seeking proposals from qualified responders for complex and costly capital projects that might not occur without public financial assistance.
Capital projects utilizing these funds must result in providing, increasing, and/or expanding access to economic development, education or workforce development programs or services to underserved communities or economically disadvantaged persons or groups.
Areas
As a reminder, services provided or established to the identified communities through these funds, either alone or in partnership, must increase access to one or more of the following areas:
- Economic Development, including but not limited to programs to relieve economic disparities or foster entrepreneurship or small business development.
- Education, including but not limited to programs focused on the STEM (science, technology, engineering, math) education, or culturally specific curriculum.
- Workforce development, including but not limited to apprenticeships, internships, employment preparation, job placement assistance, and job skills training and counseling and legal assistance to marginalized communities.
Funding Information
- As authorized in Laws of Minnesota 2021, up to $18,000,0001 in State Fiscal Year (SFY) 2022-2023 is available for grants under the Targeted Community Capital Project Grant Program.
- Organizations may apply for a maximum award not to exceed $1,500,000.
Eligibility Criteria
According to Laws of Minnesota 2021 the commissioner shall make competitive grants for capital projects to:
- Non-Profit Organizations: “Nonprofit organization” means a not-for-profit corporation under section 501(c)(3) of the Internal Revenue Code or a Tribal nonprofit under section 7871 of the Internal Revenue Code that serves underserved communities or economically disadvantaged persons or groups. All nonprofit organizations must be active and fully operational.
- Government Entities: “Government entity” means a city, township, county, or any political subdivision, or an American Indian Tribal government entity located within a federally recognized American Indian reservation.
