The Climate and Clean Air Coalition has launched a call for proposals to “Strengthen national SLCP planning and implementation processes while increasing action on methane mitigation” projects in Dominican Republic.
The aim of this project is to provide technical assistance to support the Dominican Republic’s Ministry of Environment and Natural Resources in strengthening short-lived climate pollutant (SLCP) planning efforts and in advancing mitigation actions building on previous CCAC projects.

Minimum Required Outputs
The project should deliver at a minimum:
- Updated and improved SLCP emission projections and mitigation assessments in key source sectors, including an assessment of the institutional arrangements, the policy and regulatory environment, the cost and financing of implementation, and a monitoring and evaluation framework for mitigation as a contribution to Dominican Republic’s Nationally Determined Contribution (NDC), its NDC implementation plans, and monitoring, reporting and verification (MRV).
- A methane roadmap, building on the assessments, with in-depth implementation pathways for priority methane mitigation measures aligned with the NDC implementation plans.
- Capacity building support and workshops to train personnel in the Ministry and other relevant institutions on updating SLCP mitigation assessments, developing long term emission projections, assessing the cost of implementation, and integrating SLCPs within Dominican Republic’s climate change planning processes (i.e. NDC implementation plans, greenhouse gas emission inventory development process).
- A portfolio of projects (i.e. project proposals, concept notes) for SLCP mitigation in Dominican Republic, considering the inputs generated by the mitigation assessment. This should build on the SLCP mitigation assessments.
Applicants are encouraged to propose additional outputs as needed to ensure the expected project outcomes are achieved.
Expected Outcomes
Through the proposed outputs and activities, the project should achieve the following by its completion:
- Dominican Republic’s government has demonstrated increased:
- Capacity to assess and model their SLCP emissions, to prioritize and implement mitigation measures, and to track progress.
- Knowledge on their institutional arrangements, policy and regulatory environment.
- Dominican Republic’s government endorses the Methane Roadmap.
Eligibility Criteria
- To be eligible for consideration, project proposals must meet the following requirements:
- Are complete and submitted before the deadline
- Are submitted by a non-governmental organization (NGO), intergovernmental organization (IGO), or other not-for-profit entity
- Requested funding falls within the indicated cost range and the project duration is less than 24 months
- Budget criteria are met and spending caps on expenses are respected.
