Through the Bangladeshi Youth Activity (BYA) addendum to the YouthPower 2 (YP2) USAID/Bangladesh seeks to bolster opportunities for youth employment and workforce development, resilience to violent extremism and anti-democratic values; and to provide youth the skills and abilities to advocate for good governance.
BYA will build skills and empower in-school and out-of-school youth to increase their employability, civic engagement, and contribution to the economic growth of Bangladesh using a gender-sensitive and gender-appropriate approach. BYA seeks to improve the capacity of educational and training institutions to provide market responsive training and career guidance services.
The BYA activity also seeks to support youth led organizations and groups to promote social development activities in their community in collaboration with local government, educational institutions, other development actors, and the private sector. BYA envisions partnerships with private sector employers to ensure and/or develop short-term vocational or technical training courses that are directly linked to identified short- and long-term employment opportunities.
Objectives
To this end, USAID/Bangladesh, through the DRG, OPHNE, and the Office of Economic Growth, seeks the award of two activities targeting in- and out-of-school youth with the following objectives:
- Increase civic awareness and resilience to anti-democratic and violent extremist values;
- Strengthen youth participation in community improvements and decision-making processes;
- Improve the marketability and employability skills of youth to connect them to jobs, sustainable livelihoods, and income generating opportunities.
Funding Information
- Subject to the availability of funds, USAID/Bangladesh anticipates supporting two awards:
- Award 1: $10 million over five years that specifically accomplishes IR 1: Increased Civic Awareness and Resilience to Anti-Democratic and Violent Extremism Values; IR 2: Youth Participation in Community-Improvements and Decision-Making Processes Strengthened. The award (1) provides a quality civic education to increase youth understanding of democratic values and acquire solid soft skills; and (2) provides youth with safe community-based opportunities to practice those skills and to build relationships and networks with fellow youth, their communities, and decision-makers.
- Award 2: $25 million over five years that specifically accomplishes IR 1: Increased Civic Awareness and Resilience to Anti-Democratic and Violent Extremism Values; IR 2: Youth Participation in Community-Improvements and Decision-Making Processes Strengthened; and IR3: Employability of Targeted Youth Improved.
- The anticipated award duration for awards made under the BYA Addendum to the YP2 APS is not to exceed five (5) years from effective date of award.
Eligibility Criteria
- U.S. and non-U.S. public, private, for-profit, and non-profit organizations, as well as institutions of higher education (especially minority-serving institutions), public international organizations, and non-governmental organizations are eligible to submit a concept note for each anticipated award. Further, the organization must be a legally organized entity in the country where it operates.
- USAID/Bangladesh values the participation of the U.S. higher education community in this activity. U.S. Higher Education Institutions (HEIs) are key partners for developing solutions to development challenges, by serving as intellectual hubs for knowledge, research support, and innovation.
