The Senegal USAID-Dakar is offering grants for Malaria Elimination, Community Health and Strengthening Maternal, Newborn, and Child Health Care (MNCH) activities in Senegal.

- Addendum # 24 Malaria Elimination in Senegal
- The goal of the Malaria Elimination Activity is to advance Senegal toward its goal of malaria elimination by 2030. In the first year, the Malaria Elimination Activity will target the country’s northern zone, with the regions of Matam, St-Louis and Louga, which have malaria annual incidence levels below the elimination threshold. The anticipated mechanism is one fixed amount “renewal” award for specific programmatic activities and milestones.
- Objectives
- The goal of the Malaria Elimination Activity is to advance Senegal toward its goal of malaria elimination by 2030. Specific objectives of this activity include the following:
- Ensure detection, treatment, and investigation of malaria cases in accordance with elimination requirements in public and private health facilities and community sites
- Ensure integrated surveillance and response (clinical, biological, entomological and environmental) in eligible districts
- Ensure community follow-up of elimination activities in target districts
- Support Regional Health Directorates (DRS) and targeted districts in the ongoing capacity strengthening of players in malaria elimination activities
- Strengthen the regional malaria control coordination to increase domestic funding for malaria elimination
- Assist Regional Health Directorates and districts to develop relevant approaches to strengthening the health system, enabling the incorporation of malaria case investigation activities into the routine package of the healthcare system.
- The goal of the Malaria Elimination Activity is to advance Senegal toward its goal of malaria elimination by 2030. Specific objectives of this activity include the following:
- Addendum # 25 Strengthening Maternal, Newborn, and Child Health Care in Senegal
- The purpose of the Strengthening Maternal, Newborn, and Child Health Care Activity is to reinforce the quality of the health care provided in health facilities in the three regions 9(Matam, Saint Louis and Louga), including supporting the functionality of obstetrical surgical units (blocs in French) and neonatal care services and improving the quality of family planning, maternal and child health (MCH), and nutrition services available in health facilities.
- Objectives
- The purpose of the Strengthening Maternal, Newborn, and Child Health Care Activity is to reinforce the quality of the healthcare provided in health facilities in the three regions through three Intermediate Results (IRs):
- IR1: Obstetrical surgical units (blocs in French) and neonatal care services in three regions are functional per Policies, Norms, and Protocols document
- 1.1: Adequate staffing for surgical blocs to function
- 1.2: Train, coach, and supervise providers to improve obstetrical and neonatal care services
- 1.3: Equipment maintenance plans are implemented
- Note: The procurement of equipment necessary for surgical blocs and neonatal care facilities will be done through another USAID mechanism.
- IR2: Improve the quality of family planning, maternal and child health (MCH), and nutrition services available in health facilities
- 2.1: Train, coach, and supervise providers in maternal and child health, nutrition, and reproductive health/family planning services
- 2.2: Ensure a well-functioning referral system between the community and health facilities
- 2.3: Increase the quality of interpersonal communication skills of health providers to ensure respectful maternity and health care
- 2.4: Analyze and use data to improve health service provision
- IR1: Obstetrical surgical units (blocs in French) and neonatal care services in three regions are functional per Policies, Norms, and Protocols document
- The purpose of the Strengthening Maternal, Newborn, and Child Health Care Activity is to reinforce the quality of the healthcare provided in health facilities in the three regions through three Intermediate Results (IRs):
- Addendum #26 Community Health and Social Behavior Change in Senegal
- The purpose of the Community Health & Social Behavior Change Activity is to improve the utilization of quality community health services in three regions (Saint Louis, Matam and Louga), increase preventive and care-seeking behaviors for maternal, newborn, and child health, family planning, nutrition, and zoonotic diseases, and improve leadership, management, and governance of community health.
- Objectives
- The purpose of the Community Health & Social Behavior Change Activity is to improve the quality and utilization of community health services in three regions (Matam, Louga, and Saint[1]Louis) through three Intermediate Results (IRs).
- IR 1: Improve the quality of community health services
- 1.1: Train, mentor/coach, and supervise community health workers
- 1.2: Ensure continuous availability of community health-related supplies and commodities
- 1.3: Ensure a well-functioning referral system between the community and health facilities
- IR 2: Increase preventive and care-seeking behaviors for maternal, newborn, and child health, family planning, nutrition, and zoonotic diseases
- 2.1: Address barriers to optimal preventive and care-seeking behavior in communities
- 2.2: Support innovative behavior change communication interventions using social, mass, and traditional media
- 2.3: Enroll new members in community health financing insurance approaches (i.e., mutuelles)
- IR 3: Improve leadership, management, and governance (data, implication of local leaders, etc.) of community health
- 3.1: Increase engagement of local authorities, communities, and stakeholders in community health activities
- 3.2: Mobilize domestic resources to support community health activities
- IR 1: Improve the quality of community health services

Locally Led Development Approaches
- Applicants are encouraged to incorporate one or more of the following approaches in their proposed activities or propose a different approach(es) that reflects the Applicant’s own locally led development learning goals.
- Mechanisms that improve the flow of information among the applicant and its own constituents, partners, and USAID to strengthen accountability to local constituents for achieving and sustaining results.
- Participatory analytical approaches, which may provide a better understanding of the complex environments in which the program will operate.
- Participatory decision-making, which includes locally led priority-setting, collaborative design, and other means of shifting decision-making power and control to local actors, including people who have traditionally been marginalized, such as women, youth, religious and ethnic minorities, and gender diverse people, ensuring inclusive local leadership.
- Mobilizing local resources, which includes local philanthropy; partnerships that leverage resources from the local private sector, faith-based organizations, government, civil society, and academia; and other sources of local skills and finances to replace those of international donors.
- Strengthening local networks, which may include understanding and supporting existing and emerging networks of local actors, supporting the work of local organizations, market facilitation, collective action, collective impact, and other demand-driven approaches to connecting local needs with local resources.
- Locally/community-led approaches to design, monitoring, evaluation, and learning that prioritize local/community definitions of success and enhance local actors’ role in managing and using data and learning related to development solutions, the development process, and the sustainability of results achieved.
- Strengthening local capacity, which includes strengthening the role of local institutions and actors to sustain development outcomes with an eye toward ending the need for foreign assistance.
- Adapting and problem solving in non-permissive environments, where uncertainty, instability, inaccessibility, or insecurity constrain the ability to operate safely and effectively. This may include environments such as those affected by natural disasters, inaccessible physical geographies, active conflict, corruption, closing political spaces, criminality, and pandemics, where local approaches are essential for long-term resilience and sustainability.
Eligibility Criteria
- USAID welcomes concepts from a wide variety of local actors who bring an understanding of the development challenges facing their communities, country, or regions or who demonstrate a way to determine local priorities in their approach. Eligible applicants:
- Must be local entities in Senegal. When determining if an entity is a “local entity” for the purposes of this APS, USAID will consider: a. Whether the entity is legally organized under the laws of Senegal; b. Whether the entity has its principal place of business or operations in Senegal; c. Whether the entity is majority owned and controlled by individuals who are citizens or lawful permanent residents of Senegal; and d. Whether the entity is managed by a governing body, the majority of whom are citizens or lawful permanent residents of Senegal.
- Cannot have received more than $5 million in direct funding (as a prime awardee) from USAID in the previous five fiscal years.
- Cannot be a U.S.-based organization. U.S.-based organizations are not eligible as prime awardees under this APS
