The U.S Agency for International Development (USAID), through its Mission in Haiti (USAID/Haiti), seeks concept papers from eligible applicants to implement the Civil Society Strengthening Program (CSSP).
The goal of the Civil Society Strengthening Program (CSSP) is to strengthen the capacity of Haitian civil society organizations (CSOs), including faith-based organizations (FBOs) and diaspora groups, so that they can develop, implement, and monitor their advocacy and service-delivery activities to the highest quality standards.
To achieve this purpose, USAID plans to award one or more grants for activities designed to strengthen the capacity of CSO subrecipients and for the provision of initial and on-going administrative, organizational, and management strengthening and support. The program is intended to improve advocacy for democratic social change, development, and rights on behalf of Haitian citizens and improve fundamental living conditions by fostering respect for human rights and access to basic services.
Objectives
- Strengthening the advocacy, managerial, financial, and administrative capacities of both advocacy and service provision-oriented CSOs;
- Building comprehensive, efficient, and effective networks of CSOs at the national and grassroots level; and
- Supporting productive working relationships between CSOs and development actors including but not limited to local/central government, the private sector, and major donors.

- Award Floor: $250,000
- Applications must offer a period of performance. The period of performance shall not exceed five (5) years. The estimated start date will be upon the signature of the award.
Targeted CSO beneficiaries
- USAID intends to target local partners defined as follows: associations, foundations, Community Water and Sanitation Management Committees and local NGOs, including faith-based, and diaspora organizations, that are based in and operating in Haiti. Targeted CSO beneficiaries do not include individuals, corporate social responsibility (CSR) units of for-profit entities (note: profit is not an allowable expense in Assistance), political parties and public service institutions, or agencies.
- USAID/Haiti invites eligible entities to submit concept papers. Eligible entities under this APS are defined as local organizations operating in Haiti that respond to the below eligibility criteria. USAID/Haiti welcomes concept papers from local entities that have not previously received financial assistance from USAID/Haiti as well as from those that have received USAID funding. Local organizations are welcome and even encouraged to partner with external regional and international partners, as well as other local entities that bring knowledge, skills, and abilities, and even financial resources to the concepts and efforts. This may be include a local prime partnering with regional and international entities, including institutional contractors, as sub-awardees or some other formal or semi-formal arrangement. For the purposes of this APS, local organization as eligible applicant is defined as: a corporation, a nonprofit organization, or another body of persons that:
- is legally organized under the laws of;
- has as its principal place of business or operations in;
- is majority owned by individuals who are citizens or lawful permanent residents of; and
- managed by a governing body the majority of who are citizens or lawful permanent residents of Haiti.
- Applicants cannot be current recipients of HIV/AIDS funding from another USG agency.
