USAID/Nigeria is seeking concept papers that outline how to mitigate violent conflicts and the killing of civilians by promoting the creation or enhancement of early warning early response (EWER) structures that can swiftly mitigate conflict incidents before they spiral into violent conflicts or deteriorate into ethno-religious conflict.
USAID seeks partners who can promote platforms for conversation and negotiation; mobilize communities by bringing them together to promote inter-ethnic and inter-faith interactions; empower them to identify and mitigate conflict trends; create linkages to security entities; rebuild trust between communities and government, including security entities; revitalize livelihoods destabilized by conflict, and empower marginalized individuals – women, youth, persons with disabilities – to contribute to the solution.
Objectives
USAID/Nigeria is focused on collaboration and partnerships that address the following objectives:
- Objective 1: Key stakeholders work together to create and/or sustain conflict early warning early response systems to foster peace and tolerance in communities and mitigate banditry and criminality in areas currently affected or at risk of violent conflict.
- Objective 2: A diverse set of key stakeholders engage in community-based efforts to promote communication, dispute resolution, dialogue, and advocacy for peace and reconciliation.
- Objective 3: Key stakeholders work together to enhance trust and confidence among community members and between communities and security forces through initiatives that build social cohesion.

- Award Ceiling: $7,800,000.
Eligibility Criteria
- New and Underutilized Local Entities – Local Entities must:
- Be legally organized under the Federal or State Government of Nigeria;
- Have its principal place of business or operations in Nigeria;
- Be majority-owned by individuals who are citizens or lawful permanent residents of Nigeria;
- Be managed by a governing body the majority of who are citizens or lawful permanent residents of Nigeria.
- New and Underutilized Locally Established Partners (LEP)
- LEP must:
- Have maintained continuous operations in-country for at least five years and materially demonstrate a long-term presence in a country through adherence or alignment to the following:
- Local staff should comprise at least 50% of the office personnel,
- Maintenance of a dedicated local office,
- Registration with the appropriate local authorities,
- A local bank account, and
- A portfolio of locally-implemented programs.
- Have demonstrated links to the local community, including:
- If the organization has a governing body or board of directors, then it must include a majority of local citizens;
- A letter of support from a local organization to attest to its work; and
- Other criteria that an organization proposes to demonstrate its local roots.
- Prime Partner Award with sub-awards to LEPs and Local Entities.
