The United States Agency for International Development (USAID) is seeking applications for a cooperative agreement from qualified entities to implement the Integrated HIV Care and Treatment Support program.
The HIV/AIDS epidemic continues to burden sub-Saharan Africa. While prevalence remains relatively high in Zimbabwe, the country is one of the first to achieve a sharp decline in new infections and HIV related deaths over the past two decades. This decline has been attributed to a comprehensive set of interventions that have been implemented through a multi-sectorial approach.
Goals
Goal: To contribute to the attainment and sustainability of HIV epidemic control in Zimbabwe.
Objectives
- Overall Objective: To complement the GOZ’s efforts towards epidemic control by targeting testing to efficiently identify PLHIV, ensuring all newly diagnosed PLHIV are immediately linked to treatment, and all PLHIV on treatment have ready access to antiretroviral therapy (ART), are retained on treatment, and remain virally suppressed.
- Objective 1: To provide site-level technical assistance that ensures comprehensive implementation of national guidelines, procedures and other standards of practice at service delivery points in order to maintain and/or improve quality of services provided at health facilities for the prevention of new HIV infections.
- Objective 2: To increase access and availability of quality, effective, targeted, and efficient HIV testing services to find remaining undiagnosed cases of PLHIV and/or known-positives not on ART in implementing districts through site-level technical assistance and direct community service delivery.
- Objective 3: To maintain and/or improve quality of services provided at health facilities for linkage to ART and retention in care of PLHIV in order to achieve durable viral load suppression.
- Objective 4: To advance and strengthen strategic information and evaluation for data-driven and evidence based implementation.
- Objective 5: To second technical experts and provide technical assistance to the national level of the health care system
- for development/review/assessment of policies, strategies, guidelines etc., that will enable a coordinated national HIV response and
- To ensure program monitoring with district/provincial data utilization and deployment of appropriate national level responses/support.
Funding Information
- USAID intends to award one or more Cooperative Agreement(s) pursuant to this notice of funding opportunity. Subject to funding availability and at the discretion of the Agency, USAID intends to provide up to $70,000,000 in total USAID funding over a five (5) year period.
Eligibility Criteria
- Eligibility is restricted to local organizations.
- Only local organizations as defined below are eligible for award. USAID defines a “local entity” as an individual, a corporation, a nonprofit organization, or another body of persons that:
- Is legally organized under the laws of Zimbabwe; and
- Has as its principal place of business or operations in Zimbabwe; and
- Is majority owned by individuals who are citizens or lawful permanent residents of; and
- Is managed by a governing body the majority of who are citizens or lawful permanent residents of the country receiving assistance.
