The United States Agency for International Development (USAID) is seeking an application for a cooperative agreement from qualified local organizations to implement the Health Systems Leadership: Activity 1 – Health Sector Governance and Strategic Partnerships.
The Governance and Strategic Partnerships Activity will contribute to the achievement of the health system’s purpose of “strengthening Kenya’s health system to be accountable, efficient and inclusive” as well as supporting the establishment and strengthening of the critical partnership and coordination structures in the framework and identify gaps in the systematic coordination of interventions at county level in line with Kenya’s devolved health sector.
Focus Areas
The Activity will focus on the following four sub purpose result statements to achieve the purpose:
- Strengthened health systems’ governance, institutions and stewardship for improved delivery of quality health services
- Improved health systems accountability and structures for transparent, efficient and effective delivery of quality health services
- Strengthened structures for health sector policy development and review
- Strengthened strategic partnerships for coordination and management of health systems
Funding Information
- USAID intends to award one (1) Renewal Cooperative Agreement pursuant to this notice of funding opportunity. Subject to funding availability and at the discretion of the Agency, USAID intends to provide $ 27,500,000.00 in total USAID funding over a five (5) year period.
- The anticipated period of performance is five (5) years with an initial period of performance of two (2) year (s), and renewal awards for three (3) additional years to be awarded dependent upon recipient performance during the initial period of performance . The estimated start date will be upon the signature of the award, on or about March 01, 2022.
Eligibility Criteria
- Eligibility for this NOFO is restricted.
- Eligibility is restricted to Local Partners, who are Kenyan entities. USAID / Kenya is transferring resources to Kenyan organizations so they can further reach in implementing locally led sustainable health systems strengthening activities.
- Only local organizations are eligible for award. USAID defines a “local entity” as an individual, a corporation, a nonprofit organization, or another body of persons that:
- Is legally organized under the laws of; and
- Has as its principal place of business or operations in; and
- Is majority owned by individuals who are citizens or lawful permanent residents of; and
- Is managed by a governing body the majority of who are citizens or lawful permanent residents of the country receiving assistance.
- For purposes of this section, ‘majority owned’ and ‘managed by’ include, without limitation, beneficiary interests and the power, either directly or indirectly, whether exercised or exercisable, to control the election, appointment, or tenure of the organization’s managers or a majority of the organization’s governing body by any means.
- These eligibility requirements apply to only the principal applicant.
- USAID welcomes applications from organizations that have not previously received financial assistance from USAID.
- Faith-based organizations are eligible to apply for federal financial assistance on the same basis as any other organization and are subject to the protections and requirements of Federal law.
