The United States Agency for International Development (USAID) is seeking applications for a cooperative agreement from qualified local entities to implement the USAID Local Development Organization Support program.
Purpose
- LDOs co-created in 11 counties with local organizations and Kenyans.
- Strengthened citizen engagement and agency at the county level.
- Improved capacity of local organizations (civic and private sector) to design and implement inclusive, community-led, owned, and managed programs.
- Enhanced sustainability of local organizations through collaboration, learning, and adapting.
- Broader national policy development through greater engagement with the private sector and investors to mobilize and leverage resources supported.
Theory of Change
- This activity will effectuate a theory of change that IF local organizations can be structured and organized to have agency and voice IF local organizations have the technical and institutional capacity to design and implement local driven sustainable programs, and IF there is an enabling environment for local organizations to thrive.
- Then these organizations will empower communities to influence development priorities, demand better county government performance and improvement of services delivered AND fundamentally improve the social, economic and governance outcomes.

- Component 1: Busia, Taita Taveta, Kwale, Machakos, Mandera, West Pokot, Uasin Gishu, Kajiado, Nyeri, Meru, and Nairobi
- Components 2-5: Nakuru, Makueni, Isiolo, Kisii, Mombasa, Kisumu, Kakamega, Kiambu, Samburu, Turkana, Kitui, Garissa, Bungoma, Homabay, Busia, Garissa, Kwale, Machakos, Mandera, West Pokot, Uasin Gishu, Kajiado, Nyeri, Meru, and Nairobi.
Eligibility Criteria
- Eligibility for this NOFO is restricted.
- Eligibility is restricted to Local Partners, who are Kenyan entities. USAID/Kenya is transferring resources to Kenyan organizations so they can further their reach in implementing locally-led sustainable development activities at the county level.
- Only local organizations are eligible for the award. USAID defines a “local entity” as an individual, a corporation, a nonprofit organization, or another body of persons that:
- Is legally organized under the laws of; and
- Has as its principal place of business or operations in; and
- Is majority-owned by individuals who are citizens or lawful permanent residents of; and
- Is managed by a governing body the majority of who are citizens or lawful permanent residents of the country receiving assistance.
- For purposes of this section, ‘majority owned’ and ‘managed by’ include, without limitation, beneficiary interests and the power, either directly or indirectly, whether exercised or exercisable, to control the election, appointment, or tenure of the organization’s managers or a majority of the organization’s governing body by any means.
- These eligibility requirements apply to only the principal applicant.
- USAID welcomes applications from organizations that have not previously received financial assistance from USAID.
- Faith-based organizations are eligible to apply for federal financial assistance on the same basis as any other organization and are subject to the protections and requirements of Federal law.
