The United States Agency for International Development (USAID) is seeking applications for a cooperative agreement from qualified local entities to implement the Local Works Support to Consolidated Communities in Armenia activity, subject to availability of funds.
The purpose of this RCE is to provide an environmental determination for Armenia’s Local Works Core Activity which aims at increasing the capacity and resilience of consolidated communities.
The activity will provide training, technical assistance, grants, and research to build capacity of all actors in the Armenian communities to envision, own, and lead community development processes, and draw in the support they need through assets and networks that they cultivate, both internally and externally.
Objectives
This goal will be achieved through:
- Strengthened capacity and commitment of the communities to lead their development
- Targeted communities have the skills and processes to conceptualize and operationalize sound community development vision and plans
- Communities have enhanced resilience, based on their own definition of what constitutes resilience
- The communities grow into organic systems that can envision, own, and lead community development processes, and draw in the support they need through assets and networks that they cultivate, both internally and externally
- Enhanced citizen engagement and oversight in the community decision making process
- Enhance citizen participation and oversight in the decision making process
- Enhanced transparency and responsiveness of the local government
- Increased citizen trust and confidence in the local government
- Increased agency, voice and ownership of the larger community in the decisions
Funding Information
- USAID intends to award up to five cooperative agreements to different local community-based, non-Yerevan organizations, or consortia of local CSOs with one community-based, non-Yerevan organization, serving as the prime, for an amount not to exceed $2 million each in total USAID funding, subject to funding availability.
- The activity will be implemented in each of the four consolidated communities of Armenia:
- Noyemberyan (Tavush region), Akhuryan (Shirak region), Areni (Vayots Dzor region) and Goris (Syunik region).
- The anticipated period of performance is three years.
Eligibility Criteria
- Only local organizations as defined below are eligible for award.
- USAID defines a “local entity” as an individual, a corporation, a nonprofit organization, or another body of persons that:
- Is legally organized under the laws of Armenia; and
- Has as its principal place of business or operations in Armenia; and
- Is majority owned by individuals who are citizens or lawful permanent residents of Armenia; and
- Is managed by a governing body the majority of who are citizens or lawful permanent residents of the country (Armenia) receiving assistance.
- USAID defines a “local entity” as an individual, a corporation, a nonprofit organization, or another body of persons that:
- For purposes of this section, “majority owned” and “managed by” include, without limitation, beneficiary interests and the power, either directly or indirectly, whether exercised or exercisable, to control the election, appointment, or tenure of the organization’s managers or a majority of the organization’s governing body by any means.
