The United States Agency for International Development (USAID) Mission in the Dominican Republic posts this Request for Information (RFI) for the Potential New Care and Treatment Health Activity to strengthen the Dominican Republic (DR) health system to reach HIV epidemic control through high-quality and client-centered HIV services.
The overall objective of this activity is to attain epidemic control and sustained reduction in HIV transmission, morbidity, and mortality among FCs and other priority populations in selected clinical and community sites of selected DR provinces.
Main Objective: To provide direct HIV services to attain epidemic control and sustained reduction in HIV transmission, morbidity, and mortality among focus clients (FCs), defined as Haitian migrants and their descendents residing in the Dominican Republic (DR), and other priority populations in the Dominican Republic. The activity will concentrate efforts on the effective provision of decentralized, client-centered HIV prevention and treatment services, including community services, through the HIV cascade of care, including identifying individuals at-risk, testing them for HIV, linking people living with HIV (PLHIV) to care and treatment services and those at high risk to prevention services such as PrEP, and maintaining them on antiretroviral treatment (ART) to ensure HIV viral suppression.
Key Results
By the end of the activity, activity goals will be achieved through measurable progress in the following key results:
- Increased coverage of comprehensive and client-centered HIV prevention, diagnosis, care, and treatment services – including HIV/TB co-infection prevention and management;
- Increased capacities of local (public and private) organizations to sustain HIV comprehensive and client-centered services beyond activity implementation.
Duration
The period of performance of the activity will be five years (2023-2028) with the purpose of attaining HIV epidemic control and sustained reduction in HIV transmission, morbidity, and mortality through HIV and TB prevention, care, and treatment services in selected DR provinces.
Beneficiary Population
Focus clients (as defined earlier) and key populations (KPs), which includes men who have sex with men (MSM), female sex workers (FSW), and transgender (TG) people. The activity will also provide care and treatment services to the general population (GP) already enrolled on antiretroviral treatment (ART) in supported health facilities. Pre-exposure prophylaxis services will be offered to all-risk populations, including FCs, KPs, and serodiscordant couples.
Geographic Scope
- Healthcare facilities and surrounding communities in targeted provinces in the DR. Initial targeted provinces include Santo Domingo, Monte Plata, San Pedro de Macoris, and La Romana.
- At the national level, participation in relevant technical working groups to ensure that PEPFAR and GoDR strategic priorities and guidelines are appropriately implemented is expected.
Eligibility Criteria
USAID/Dominican Republic is considering restricting eligibility to local organizations for this prospective award. They are reaching out to all local stakeholders and interested parties, including but not limited to public and private health service providers, industry associations, faith-based organizations, private corporations, academia, and community and civil society groups to obtain comments/suggestions.
