The U.S. Agency for International Development (USAID), through the Regional Contracting Office in Kosovo, is currently inviting Serbian and U.S. organizations for an exciting funding opportunity for the private sector to work with USAID to encourage innovative, substantial, and sustainable improvements in workforce development in Serbia.
USAID seeks to partner with the private sector and support a program to address the mismatch between private sector needs and the capacity of the existing workforce in Serbia. USAID Serbia sees this as an opportunity to design and implement innovative activities that would directly lead to increased employability and employment opportunities.
Through this announcement USAID/Serbia is looking for proposals that describe and develop approaches that encourage innovative, substantial, and sustainable improvements in the quality and relevance of skills in the workforce. Proposals may address the wide range of skills needed by the private sector to improve its competiveness. Proposals should also propose programs that advance systems and models that can be scaled up and/or replicated to improve the quality of workforce development initiatives in Serbia.
Funding Information
- USAID/Serbia intends to provide up to $220,000 (exclusive of leveraging) in total USAID funding for the overall program.
- The duration of the proposed program(s)/activity(ies) should be no longer than two years from date of award.
Eligibility Criteria
- Qualified Serbian, international, or U.S. private entities are eligible to apply.
- In addition, applicants are encouraged to include municipalities, schools, and for-profit and not-for-profit organizations as active partners in the proposed activity.
- Note: Public/government organizations can be part of a partnership, but are not able to apply for, or be party to, the award as either a prime or sub-awardee.
- Applicants must have established financial management, monitoring and evaluation processes, internal control systems, and policies and procedures that comply with established U.S. Government standards, laws, and regulations.
- The successful applicant(s) may be subject to a responsibility determination assessment (Pre-award Survey) by the Agreement Officer (AO).

- This competition is being done in two phases. First, applicants submit concept papers for review. USAID selects the most promising concept papers and then applicants has to submit full applications.
- Concept papers must be in English and submitted electronically via email at the address given on the website.
