WaterAid is currently seeking consultants to conduct research to deepen understanding of how extractive industries affect the ability of marginalized communities to realize their right to safe water.
The purpose of this consultancy is to conduct primary and secondary research that identifies the impact of extractive industries on the ability of poor and marginalized communities in Zimbabwe, Zambia, Mozambique, Malawi and South Africa (ZZMMS) to realize their right to adequate and safe drinking water.
Specific Objectives
- Provide information on extractives industries impact on water security in ZZMMS, specifically:
- the amount of water extractive industries use
- the amount they are paying for this water
- the impact of their activities on water quality and quantity
- the policies and regulations which govern the industries actions
- the mechanisms through which communities can engage with extractive industries to safeguard their access to adequate and safe drinking water
- Identify where extractive activities, interventions, and partnerships have resulted in a positive impact on communities and identify improvements in industry practice that are needed to achieve this more widely.
- Develop appropriate best-practice guidelines – for communities, mining companies and governments – that can help to minimize the impact of extractive activities on water security for poor and marginalized communities.
- Share findings of the research with communities, partners, governments and other stakeholders to increase impact.
Expected Outcomes
- Use secondary data to produce national-level analysis of the impact of extractive industries – both large-scale and ASM – on the quantity and quality of water in ZZMMS.
- Use participatory action research methods to generate primary evidence and analysis of the impacts of the extractive industries – large-scale and/or ASM – on the water security of selected communities in ZZMMS (one community per country).
- Produce a comprehensive report, which brings together the literature review and case studies and provides concrete recommendations as to how WaterAid can develop programming and policy work in this area to best support communities impacted by extractive industries.
Eligibility Criteria
WaterAid is particularly looking for organisations/consultants with capacity in the following areas:
- The consultancy team should possess solid research knowledge and experience working on extractive industry issues (e.g. policy and regulation, or environmental impact).
- Knowledge of the WASH sector and Government’s role in the delivery of services and the extension of coverage at regional, national and local level.
- Experience in participatory action research methodologies, policy analysis and working with community-based organizations is required as well as postgraduate qualifications in social sciences, public health or development work.
- Ability to conduct in-depth and rigorous review of all available literature.
- Association with an academic institution is desirable.
- Knowledge, experience and sensitivity to socio-cultural dynamics of ZZMMS countries and a working in the SADC region will be added advantage.
