The Hubert H. Humphrey Fellowship Program strengthens leadership among international professionals who work together to tackle local and global challenges, fostering positive change for the collective good.
This program builds long-lasting, productive partnerships between U.S. citizens and professionals from other countries, encouraging the exchange of knowledge and mutual understanding worldwide. Fellowships are competitively awarded to candidates dedicated to public service in both public and private sectors.
Eligible applicants must show leadership experience and community involvement. Applications require a CV outlining education and work history, official university transcripts, TOEFL or other English language test results, and two recommendation letters submitted directly by referees through the application portal.
Humphrey Fellows study and work in various fields. In Human and Institutional Capacity, they focus on Economic Policy and Finance, addressing economic challenges like job creation and industrial issues. They often hold leadership roles in finance, banking, and public-private partnerships.
In Public Policy Analysis and Public Administration, Fellows engage with critical policy and administrative issues across different levels of government and organizations. Their work includes workforce planning, domestic and foreign policy, and financial management in public and non-profit sectors.
Technology Policy and Management Fellows serve as educators, policy advisors, engineers, and urban planners, managing scientific and technological change locally and nationally.
In Rights and Freedoms, Fellows work in Communications and Journalism to support press freedom and transparency. Others contribute as attorneys, judges, and NGO professionals promoting the rule of law and protecting individual freedoms.
Sustainable Lands fields include Agricultural and Rural Development, where Fellows share best practices to enhance food systems and rural development. Natural Resources and Environmental Policy Fellows develop strategies to manage natural resources and mitigate climate impacts. Urban and Regional Planning Fellows contribute as architects, planners, and sociologists to advance urban development and historic preservation.
Thriving Communities fields cover Educational Administration, Planning, and Policy, where Fellows influence curriculum development, adult learning, and teacher training, leveraging U.S. educational expertise. Public Health Policy and Management Fellows promote health education and policies, while those in Substance Abuse Education and Policy focus on treatment, prevention, and related public health concerns.
The program lasts ten months and targets mid-career professionals with a proven leadership track record, commitment to public service, and the ability to pursue an independent, non-degree academic program at a leading U.S. university.
