The United States Department of State’s Bureau of Educational and Cultural Affairs’ Office of International Visitors (ECA/PE/V) is holding an open competition for up to four cooperative agreements. These agreements will support staff expenses and overhead costs for the FY 2026 International Visitor Leadership Program’s (IVLP) National Program Agencies (NPAs).
The IVLP, established in 1940, is the Department’s core professional exchange initiative. It aims to enhance U.S. national security and foster long-term connections between American citizens and foreign leaders from various fields such as government, business, and academia. Recipients of this funding will create and manage short-term U.S. visits for international leaders that align with both U.S. foreign policy and the visitors’ professional interests.
This program allows international participants to gain direct exposure to American culture, society, and values. By doing so, it not only advances diplomatic objectives but also enriches American communities through engagement with global leaders. Participants typically hold influential roles in sectors including politics, media, science, education, the arts, and non-governmental organizations.
The total estimated funding available is $7,361,376. Awards will range between $613,448 and $1,155,332. Each cooperative agreement will last for 36 months.
Eligible applicants must be U.S.-based not-for-profit organizations, such as NGOs, think tanks, and public or private educational institutions. All applicants are required to have a Unique Entity Identifier (UEI).
