The World Food Programme (WFP) is supporting efforts in the Department of Cortés, Honduras, to strengthen emergency preparedness and response mechanisms through the review and finalization of the Anticipatory Action (AA) Activation Protocol.
This initiative spans across critical sectors, including emergency response and management, food security, livelihoods, protection, and WASH in emergencies, ensuring a comprehensive approach to disaster risk management and resilience.
The project focuses on three main activities designed to enhance coordination and effectiveness. The first activity involves the technical review and completion of the AA Protocol. This will result in a finalized version of the protocol with annexes such as threshold tables, flowcharts, standardized messages, and directories. It also includes the development of threshold matrices for the Ulúa and Chamelecón stations, with clear color-coded levels and estimated response times, along with a RACI matrix and a communication chain aligned with SINAGER.
The second activity centers on inter-institutional validation and agreements. At least four technical meetings will be conducted, producing minutes and signed agreements. In addition, the process will lead to a formal letter of understanding or adoption act of the protocol by COPECO and prioritized municipalities, solidifying institutional commitment to anticipatory action.
The third activity emphasizes systematization and knowledge management. A comprehensive systematization report will be produced, offering prioritized recommendations and a strategic action plan with a suggested timeline. The activity also involves creating a validated directory of institutional and community contacts, and delivering a repository of evidence and products, including materials, records, and photos. Attendance lists will be compiled in full, with detailed breakdowns by department, municipality, community, gender, age, ethnic affiliation, and disability, ensuring inclusivity and transparency.
Through these measures, the initiative aims to enhance Honduras’s capacity to anticipate and respond to emergencies, safeguard communities, and strengthen coordination across multiple sectors. By combining technical expertise with institutional collaboration, WFP is helping build a stronger foundation for resilience and humanitarian action in the Sula Valley and beyond.
