The United Nations Development Programme (UNDP) is seeking proposals from qualified CSOs/Firms/NGOs to implement some livelihood activities around the Grebo-Krahn National Park as part of efforts to conserve the rich biodiversity in the protected area.
The contract will be awarded to the most technically compliant and responsive CSOs/Firm/NGO based on demonstrated capacity and experience. Selected CSOs/Firm/NGO will be expected to work in close collaboration with the Forestry Development Authority (FDA), Ministry of Agriculture and the Environmental Protection Agency, and the Inclusive Growth and Sustainable Development/ Energy and Environment Programme at UNDP.
Duly registered CSOs/Firm/NGO are encouraged to develop and submit a proposal in the following format:
- Expected results – expected outcomes, outputs, and activities
- Implementation strategy – how the project will undertake the activities to ensure the most effective and efficient achievement of results
- Work plan – highlighting expected outcome(s), outputs, indicators, baselines, targets, planned activities, time-frame, responsible party, and budget
- Partnership – partners needed for coordination and collaboration for successful implementation of the project
- Risks and Risk Mitigation Strategy
- Monitoring and Evaluation
- Project Exit Strategy/Sustainability
- Institutional profile – a brief description of your organization, including its registration details and relevant experience and competencies in working on issues related to access to justice, rule of law, security, and human rights.
Outputs
- Evidence of supply of seed rice, beans, tools, and two power tillers to small farmers to cultivate crops
- An authenticated list of beneficiaries for the economic recovery program
- A comprehensive report on training on sustainable harvest and utilization of non-timber forest products (NTFP)
- Organization and facilitation of a National stakeholders’ dialogue on tourism export strategy and action plans and entry points for eco-tourism investments followed by a report
- Organization and facilitation of training on monitoring and law enforcement for 2 local security structures followed by a report.
Eligibility Criteria
Grant will be awarded to CSO/NGO/Firm based on the following considerations:
- National and/or local Civil Society Organization (CSO)/National NGO/National Firm;
- The CSO/Firm/NGO is duly registered in Liberia and must have an office in at least one of the proposed counties of Maryland, River Gee, and Grand Gedeh;
- The organization’s proven administrative and financial management capacity to undertake the project;
- The relevance of the proposal to achieving the expected results and related budget; and
- The institutional capacity and proven track record of the CSO/Firm/NGO.
Selection Criteria
The proposal will be selected on the basis of technical (75%) and financial (25%) assessments.
The technical assessment will review the following:
- The relevance of the proposal to achieving expected results (30%);
- Experience working with UNDP (5%);
- Local experience and presence (15%);
- Realistic work plan and timeline to complete activities (5%);
- Applicants’ institutional capacity and relevant experience (15%);
- Sustainability of intervention (5%);
The financial assessment will review:
- Value for money (20%);
- Administrative management (5%)
