The UN Women has announced a call for proposals to demonstrate a Model One Stop Centre (OSC) and Shakti Sadan, with the objective of empowering institutions that support women survivors of violence and ensuring their effective, sustainable operation.
The initiative aims to strengthen both OSCs and Shakti Sadans by improving operational systems, service delivery, infrastructure, and monitoring frameworks, while also enhancing linkages with government schemes, local institutions, and other key stakeholders.
The project’s primary goal is to develop a replicable and scalable model centre that can inform policy actions and contribute to strengthening survivor-centric service delivery mechanisms across India. It focuses on benchmarking the effectiveness of existing OSCs and Shakti Sadans through a comprehensive framework to assess performance and service quality. The initiative will also generate evidence-based insights and best practices on efficient functioning, enhance monitoring and information systems, and build stronger livelihood and rehabilitation linkages for survivors accessing Shakti Sadans.
In addition to institutional strengthening, the project seeks to develop service standards and guidelines across sectors to ensure women have access to a full range of essential services. Capacity development and awareness-raising among service providers, government actors, and other stakeholders form another key component. The effort will ensure improved role clarity, effective coordination, and an overall increase in the responsiveness of institutions addressing gender-based violence.
Organizations submitting proposals must have at least five years of experience in designing and implementing gender-based violence response mechanisms, as well as training and capacity-building initiatives for governmental and non-governmental partners. Experience working directly with women survivors of violence, conducting policy research, and monitoring government schemes related to gender-based violence will be considered an advantage.
The project will run from November 15, 2025, to March 31, 2026, with a budget range between INR 40,00,000 and 45,00,000. Applicants may engage sub-partner organizations for specialized support, such as developing training materials, provided their roles, responsibilities, and accountability mechanisms are clearly defined.
The proposal team should include a Team Leader with at least 7–10 years of experience in managing gender-responsive programmes and conducting monitoring and evaluation at the national level. The leader must hold a master’s degree in social sciences, gender studies, human rights, or a related field and possess fluency in English and Hindi. Team members should have at least three years of experience in gender equality and women’s empowerment projects, with one specializing in process documentation.
Through this initiative, UN Women seeks to establish a model of excellence for One Stop Centres and Shakti Sadans that can serve as a national standard for survivor support, institutional coordination, and empowerment.
