The United Nations Development Programme (UNDP) has announced a call for proposals for the provision of the Capacity building program for the Ministry of Agriculture, Livestock and Irrigation to strengthen extension services in Pauktaw, Mrauk U, Ponnagyun and Rathedaung”.
UNDP’s area-based program in Rakhine has a strong emphasis on promoting livelihoods and social cohesion for all communities in Rakhine State.
Objectives
UNDP’s approach on livelihoods is anchored in the ‘UN policy on:
- Employment creation, income creation, and reintegration in post-conflict situations’ which provides an operational framework for project interventions in a conflict-sensitive manner while building enhanced inter-community trust and laying a foundation for social cohesion.
- In the next phase of the program, the livelihoods project will work with local civil society partners to support the CERP aligned “From Farm to Market for All” initiative, and continue with the implementation of activities in all three components, aiming to increase productivity, value-adding processes and promoting market linkages for the vulnerable beneficiaries from the four townships.
- All activities will be assessed on a regular basis to further align with CERP, other government response plans, and findings from upcoming COVID-19 socio-economic surveys.
To support the above interventions, UNDP is providing technical assistance to the MOALI, particularly Departments of Agriculture, Livestock Breeding and Veterinary, Fishery and Rural Development in strengthening extension services and their expansion to all communities in the project areas with a deliberate COVID-19 response and recovery lens. Through a participatory needs assessment, UNDP has identified key managerial and technical capacity building areas to be supported in the next period in line with community needs. To this end, UNDP is seeking a technical partner to design and implement a capacity-building program for the respective MOALI’s Departments while coordinating with Union level MOALI officials.
Qualifications of the Service Provider
The Service Provider must describe and explain how and why they are the best entity that can deliver the requirements of UNDP by indicating the following :
- Profile — describing the nature of the business, field of expertise, licenses, certifications, accreditations;
- Business Licenses — Registration Papers, Tax Payment Certification, etc.
- Latest Audited Financial Statement — income statement and balance sheet to indicate Its financial stability, liquidity, credit standing, and market reputation, etc.;
- Track Record — list of clients for similar services os those required by UNDP, indicating a description of contract scope, contract duration, contract value, contact references;
- Certificates and Accreditation — including Quality Certificates, Patent Registrations, Environmental Sustainability Certificates, etc.
Qualifications of Key Personnel
If required by the RFP, the Service Provider must provide :
- Names and qualifications of the key personnel that will perform the services indicating who is Team Leader, who is supporting, etc.;
- CVs demonstrating qualifications must be submitted if required by the RFP; and
- Written confirmation from each person that they are available for the entire duration of the contract.
