The United Nations Development Programme (UNDP) is accepting grant applications for the development and implementation of a marketing campaign to promote cooperatives in Lebanon. Applicants must align with UNDP’s strict zero-tolerance policy on fraud and corruption, which applies to all staff, non-staff personnel, vendors, implementing partners, and responsible parties. All incidents of fraud and corruption will be reported, assessed, and, if appropriate, investigated under UNDP’s Investigation Guidelines and Legal Framework. Disciplinary and recovery actions will be pursued against perpetrators, and preventive measures will be enforced through awareness, controls, and compliance monitoring.
This policy covers all UNDP-funded projects and programmes, including those implemented by external partners, and applies to contractors, suppliers, and individuals involved. It aims to prevent, detect, and address acts of fraud or corruption in any form.
Eligible applicants must be legally registered entities and belong to a diverse supplier group such as micro, small, or medium-sized enterprises, or businesses owned by women or youth. Vendors must not be suspended or declared ineligible by any UN organization, the World Bank Group, or other international bodies. They must not be bankrupt or involved in insolvency proceedings, and there should be no legal judgments or pending actions that could impair operations.
Qualification requirements include no history of non-performance due to contractor default in the last three years, no consistent record of court or arbitral awards against them in the same period, and relevant prior experience. Applicants may apply as a legally registered organization or consortium, with all parties collectively meeting requirements. Subcontractor qualifications will not be considered in the evaluation.
