The Swedish International Development Cooperation Agency (SIDA / Sida) has commissioned NIRAS Sweden / NIRAS Sweden, together with colleagues from International Media Support (IMS), Fojo Media institute / Linnaeus University and Global Reporting Sweden AB, to organize the international training program you are offering.
This program should contribute to the development of mechanisms for self-regulation of the media sector, strengthening institutional and organizational capacities for such self-regulation. Persons interested in the effective functioning of the media should contribute to the implementation of national reforms and begin the process of change in the entire media space.
The media have the opportunity to actively participate in public life, hold accountable, be a platform for dialogue and protect the rights of individual citizens. But in order for the media to fulfill this important role, it is necessary to create an updated regulatory framework adapted to the new conditions of their existence.
Goals
The main goal is to create conditions for program participants and their organizations to promote and ensure the institutional processes governing media self-regulation.
- Ways to achieve the goal of the program:
- formation of participants and leaders of their organizations understanding of the benefits of working in a system of media self-regulation;
- participants using their knowledge in working on their transformation projects;
- the inclusion of participants and their organizations in the dialogue at the regional level on media regulation in the framework of democratic principles.
Benefits for Participants and their Organizations
Upon completion of the program, participants and their organizations should receive the following benefits:
- new knowledge about the work of the media and freedom of speech, which are related to politics, journalism and media self-regulation;
- expansion of national and international network of professional contacts;
- new information on human rights, gender equality, the safety of journalists and other media representatives;
- expanding the circle of knowledge and opportunities for starting a long-term structured work on transformations both in the relevant organizations and beyond.
Design Cycle Schedule
The program covers 14 months and consists of 5 stages, related to development by project participants transformations.
- Stage 1 – Initial Stage: June – September 2020
- Stage 2 – visit to Sweden: 12.10 – 30.10 2020
- Stage 3 – project development: November 2020 – February 2021
- Stage 4 – Regional Stage: 2 weeks in March 2021.
- Stage 5 – implementation of the project in practice: April – August 2021
Target Group
- The program was created for those who are able to promote professional standards and principles of self-regulation of the media sector in the participating countries using various methods. Program management will identify strategically important participants from the media sector. They can be representatives of press and media councils, independent organizations protecting freedom of speech, institutions dealing with media or politics issues, relevant ministries and departments, parliamentary committees and independent media.
- Despite the fact that the program is aimed at individual participants, it is addressed primarily to organizations. In the process of project implementation, it is planned to create long-term relationships with key organizations participating in the program. They should be tuned to work in the project for several years and are ready to interact with other organizations that may have different approaches to the regulatory framework in the media sector. Willingness to manage processes aimed at achieving long-term goals is a necessary condition for cooperation.
- Applicants for participation in the program must:
- occupy a key position in the organization and influence decision-making at a strategic level;
- be able to initiate change processes and manage;
- Fluent in Russian;
- have the appropriate education;
- be accessible and motivated to actively participate in the program throughout its duration.
As the program seeks to ensure gender balance among participants, organizations are strongly encouraged to nominate women candidates.
Eligible Countries
Representatives of the following countries are invited to participate in the program: Ukraine, Moldova, Armenia
Language Requirements
Since the program has a pronounced regional character and provides for the joint work of colleagues from different countries, the working language of this stage of the program is supposed to be Russian. Applicants must be fluent in Russian both verbally and in writing.
