The Freedom House seeks proposals from both rising and experienced independent researchers, scholars, and affiliated research analysts, especially those based in Moldova, the Eastern Partnership region, and the European Union, for forward-looking briefs on the following theme:
Finding the Right Balance: Rights to Privacy and Free Expression in Moldova
Under the current legislation, the right to privacy often complicates the work of journalists, who seek to share important information with the public on persons of interest. For example, investigative journalists face obstacles in gaining access to information on individuals involved corruption cases, illegal business affairs, and other important subjects of public interest. Even when journalists manage to receive and report on this information, they are often targeted in lawsuits after publication by the investigated individuals for privacy violations.
This brief would examine the tension between the rights to privacy and free expression in Moldova, with attention to the current legal framework regulating these rights and their actual implementation, as well as the possible impact of anticipated legislative amendments. Competitive proposals will consider international standards for privacy and FOE protections, and offer actionable recommendations for the Moldovan government and other key stakeholders to take to improve the balance of these rights in the country.
Contracted researchers will be asked to deliver a draft of 2500-3000 words by August 31, 2020. The brief will be published by Freedom House, with the byline and affiliation of the scholar or researcher. An honorarium of $250 per brief is provided.
