Deadline: 04-Sep-2025
HMGCC Co-Creation’s latest challenge aims to evaluate tools that create synthetic environments to simulate how populations might respond to situations such as widespread disinformation or terrorism. Organisations can apply for one or both workstreams. The first involves paper-based landscape mapping to assess available synthetic environment tools, while the second involves providing the evaluation environment for these tools. Experts with tools they would like evaluated are encouraged to register their interest.
The challenge focuses on technology themes such as artificial intelligence, behavioural and social sciences, data science and engineering, digital twinning, information technology, modelling and simulation, psychology, and sociology. Funding of up to £70,000 is available for workstream one, £105,000 for workstream two, and an additional £30,000 for call-off support to cover third-party charges for selected tools. Projects will run for 18 weeks.
It is open to sole innovators, industry, academic, and research organisations of all sizes, with no security clearance required. However, solution providers from countries listed under UK trade sanctions or arms embargoes are not eligible.
Proposals will be assessed by the HMGCC Co-Creation team and scored from 1 to 5 based on scope, innovation, deliverables, timescale, budget, and team credibility. Evaluators will consider how well the proposal fits the challenge, the technical credibility and originality of the solution, the completeness of the deliverables, the ability to produce results within the 18-week timeframe, financial alignment with the competition scope, and the expertise of the delivery team.
