The Public Space has launched an open competition for independent regional media to participate in the “Pulse of Recovery 1.0” Sub-Grant Program.
The goal of the program is to support the creation of high-quality, impact-oriented investigative journalism that includes elements of decision journalism and addresses the recovery processes in Ukraine. Priority is given media registered or operating in the following regions: Mykolaiv, Odesa, Sumy, Kharkiv, Zaporizhia, Kherson, Donetsk, Luhansk relocated media from the above regions to editorial offices submitting topics related to recovery in these regions applications with a clear hypothesis, logic for gathering evidence, potential impact, and a plan for measuring it.
Selected participants will receive financing of 1000 euros in the hryvnia equivalent to create one full-fledged investigation that highlights solutions, practices, or positive examples. They will also have access to mentoring support from experienced investigative journalists if needed, as well as opportunities for distribution of their work through the Window of Recovery platforms. Additional support will include guidance on capturing and measuring the post-publication impact of selected investigations that show the potential to influence the issues being covered.
Beyond financial and mentoring assistance, participants will also benefit from thematic webinars focused on measuring the impact of journalistic materials. They will be able to join online events aimed at strengthening the capacity of media outlets and fostering the exchange of best practices in investigative and decision journalism.
The competition is open to independent regional media registered as legal entities in Ukraine, with prior experience in journalistic work on recovery and decision journalism. Membership in the Recovery Window network is not mandatory, though winners may be invited to join.
Applications must be submitted by September 25, 2025, with results announced by October 9, 2025. The implementation period for all activities will run from November 2025 to May 2026, covering seven months.
