The United Nations Development Programme (UNDP) Pacific Office in Fiji hereby invites you to submit a proposal in Building the capacity of Pacific media in reporting on anti-corruption, integrity, UNCAC, SDG16 and related themes under the United Nations Pacific Regional Anti-Corruption Project (UN-PRAC).
Implementation and delivery of UN-PRAC “Strengthening media and anti-corruption reporting in the Pacific” activities and capacity building of journalists. Supporting the Pacific Anti-Corruption Journalists Network (PACJN) to further strengthen its network and through it build the capacity of its members in understanding anti-corruption issues, and undertaking reporting on integrity, UNCAC, SDG 16 and related themes.
Objectives
- The overall objective is to support the Pacific Anti-Corruption Journalists Network (PACJN) to further strengthen its network and through it build the capacity of its members in understanding anti-corruption issues, and undertaking reporting on integrity, UNCAC, SDG16 and related themes.
Results
The three specific results that are expected are as follows:
- Strengthened organizational capacity for PACJN focusing on functional capacity and service delivery;
- PACJN members improve their capacity and knowledge including networking based particularly in terms of anti-corruption reporting including the impact on COVID-related funding; and
- Media reporting expanded in terms of corruption impact, particularly on disadvantaged groups and women.
Outputs
- PACJN strengthening and capacity-building activities; support to the observance of 9 December IACD 2020, at least one event organized;
- Assist PACJN journalists’ preparation for and reporting of regional and international fora;
- Design two UN-PRAC toolkit launches for media and creates a template for future launches;
- Develop with UN-PRAC up to 2-day anti-corruption workshop including AML reporting for media;
- Develop with UN-PRAC 1.5-day anti-corruption workshop for media CEOs & owners;
- Assist 4 national media associations to undertake training/webinar on anti-corruption COVID reporting;
- Establish up to 4 grants for freelance reporters to undertake corruption investigative journalism and produce a major story.
Criteria
- Qualifications of the Service Provider: The Service Provider must describe and explain how and why they are the best entity that can deliver the requirements of UNDP by indicating the following:
- Profile – describing the nature of the business, the field of expertise, licenses, certifications, accreditations;
- Business Licenses – Registration Papers, Tax Payment Certification, etc.
- Latest Audited Financial Statement – income statement and balance sheet to indicate Its financial stability, liquidity, credit standing, and market reputation, etc.;
- Track Record – list of clients for similar services as those required by UNDP, indicating a description of contract scope, contract duration, contract value, contact references;
- Certificates and Accreditation – including Quality Certificates, Patent Registrations, Environmental Sustainability Certificates, etc.
- Written Self-Declaration that the company is not in the UN Security Council 1267/1989 List, UN Procurement Division List or Other UN Ineligibility List.
- Proposed Methodology for the Completion of Services: The Service Provider must describe how it will address/deliver the demands of the RFP; providing a detailed description of the essential performance characteristics, reporting conditions and quality assurance mechanisms that will be put in place while demonstrating that the proposed methodology will be appropriate to the local conditions and context of the work.
- Qualifications of Key Personnel: If required by the RFP, the Service Provider must provide:
- Names and qualifications of the key personnel that will perform the services indicating who is Team Leader, who are supporting, etc.;
- CVs demonstrating qualifications must be submitted if required by the RFP; and
- Written confirmation from each personnel that they are available for the entire duration of the contract.
