The Global Community Engagement and Resilience Fund is inviting civil society organizations in the Philippines to express their interest in implementing community initiatives that prevent radicalization and violent extremism.
Building on prior investments from 2019 through 2025, this fresh round of funding is designed to deepen impact and foster sustainability across Filipino communities. Interested organizations are encouraged to submit their Expressions of Interest by 20 September 2025 (Philippines time), following the national frameworks such as the Philippines’ National Action Plan on Preventing and Countering Violent Extremism.
This third investment cycle, stretching from 2026 to 2028, calls for proposals that support community-level rehabilitation for returnees and victims of extremist groups, enhance access to economic opportunities for vulnerable communities, strengthen credible and transparent transitional justice mechanisms, and promote female leadership in preventing violent extremism. In addition, GCERF is launching a special initiative inviting projects that leverage artificial intelligence and advanced digital tools to support prevention efforts—reflecting a forward-looking blend of innovation and community resilience.
Grants under this call are expected to span 36 months and may provide up to USD 1 million per initiative. This scale of investment offers a unique opportunity for organizations to develop deep-rooted, sustainable programmes with meaningful local impact. Interested organizations will also have the chance to participate in an online information session on 28 August 2025, offering them a chance to clarify expectations and better align their proposals with GCERF’s priorities.
To be eligible, applicants must plan to act as Principal Recipients, meaning they will lead consortia and manage both the technical and administrative aspects of grant implementation. Organizations will need appropriate NGO registration under Philippine law, experience in donor-funded project management, the ability to coordinate a consortium effectively, and strong relationships with the target communities. Past performance on GCERF-funded initiatives will also be assessed, and organizations are encouraged to highlight proven track records in addressing drivers of violent extremism through community-level operations.
